<br />carrying out the joint'Economic,Development Project,.concerning downtown Sanford,
<br />at a total cost to the County of $14, 000. 00,,.and.that the sum of $6- 5.00. 00 be approp-
<br />riated fron .the Unappropriated Surplus in 'the General Fund to fund the project.
