<br />Wicker, whieh motion was.:unanimously adopted upon a vote.
<br />Mr.: Walte'r,Scoggins, -County Building Inspector,. appeared before the
<br />`Board and-reported tha't,he had-some persistent-giolators aind he was advised to
<br />confer with the District Attorney about prosecution of the'se,people. `
<br />The written request of *Mr. Max S. WillettSr. , of Route 1, Box 408,
<br />Sanford, fora refund of taxes,, was presented to the Board." It.appeared that Mr.
<br />Willett incorrectly. listed for taxes ,a 1973'Plyinogth when in fact.he. owned a 1974
<br />Plymouth. When the County Tax. Supervisor's office- prepared an assessment of
<br />` ',.dnl sted,,,phicles,- he-,picked up the.1974 automobile and Mr Willett has paid both
<br />assessments. ' Mr. Willett, ownseone car and,he has overpaid on.that automobile
<br />'in4he amount of $18: 00:- Upon motion made and duly seconded, it was resolved
<br />} toauthorize,the Tax Collector to refund to Mr.- Willett, the, sum of $18.00 for over-
<br />payment of.taxes. Upon a roll'call vote, Messrs. Dotterer, Rhyne, F. Wicker,
<br />G; Wicker and:Cooper,all voted for it and no one voted against it.
<br />µ Commissioner Franklin D. Wicker moved that the sum of $1, 129. 00
<br />be appropriated from'the Emergency and Contingency Fund to the Non-Departmental
<br />Fund for the purpose of financing the Triangle J Nutrition'Program. , Commissioner
<br />Rhyne. seconded the motion and-upon a roll call .vote,- CommissionersDotterer, -
<br />Rhyne, F. Wicker, G.., Wicker and.Cooper all voted.for it.and,no,one voted against it.
<br />Mr.'Elwin Buchanan, Grants Director and Messrs. Bracken and Chester,
<br />of William Works, appeared before the Board and reviewed the Armory-Project,
<br />Mr. Buchanan reported that the Department of Military, and'Veteran Affairs, Division
<br />of the-National Guard,,, waswilling,to assist thesCoukywith the cost of the sewer line
<br />to be constructed across the Armory propertyto Globe Streetby furnishing the amount
<br />of $3, 805.00 if the Countywas"willing,to accept it. Commissioner Franklin D„Wicker
<br />moved that the Board 'of.Commissioners,accept assistance from, the' Department of
<br />'Military Affair's in the.-amount of, $3, 805. 00, for assistance, in constructing the sewer
<br />line across the:Armory Site to:Globe.5treet. Commissioner-Rhyne„seconded the-
<br />-motion and upon a vote it was unanimously adopted.
<br />Mr. Buchanan then reviewed the :pre-application to the Department of
<br />Housing and Urban Development for, a Community Development Discretionary Block
<br />Grant for Lee County. In'reviewing.the, application, it was decided to hold off work
<br />on constructing. ramps at the Agriculture Building to see if the Grant application for
<br />this work was'approved. This action was taken, upon motion of Commissioner Gordon
<br />A., Wicker, which motion was duly seconded by. Commissioner Dotterer and unanimously
<br />adopted upon ,a vote.. After discussion of the pre-application,, Commissioner Dotterer
<br />moved that the pre-application be.approved and to 'authorize the',Chairman to execute
<br />the certification required, a copy of which is attached hereto.and by this reference
<br />-made a part of_these minutes. Commissioner=Franklin D. Wicker seconded the
<br />motion and upon a vote, it was unanimously adopted.
<br />An additional list ofmonthly bills-.which hadarrived over the weekend,
<br />was presented to the-Board for its consideration. After review, Commissioner
<br />Dotterer moved that the, additional bills as listed,by the County Finance.Officer,. be
<br />approved for payment. Commissioner. Gordon A. Wicker secoonded the motion and
<br />upon .a vote it was unanimously adopted.
<br />Commissioner Gordon A. Wicker moved that,the sum of $2; 255. 86
<br />be_-appropriated- from the Emergency, and Contingency Fund to the Christmas Expense .
<br />Fund to pay for the.Christmas_Baskets presented to the County Employees. Comm-
