BOOR S PAGr .t 4 <br />Chairman.Cooper reported that material relating to grants for thearts <br />had been received and referred to the Parks and Recreation Department for consid- <br />eration. <br />. ,Chairman Cooper passed around material- pertaining to the Albert <br />Coates Local Government Center for the information of the Board. <br />Mr. Douglas Wilkinson,. Finance Chairman of the CCTI Board of <br />Trustees appeared before the Board and presented the request of that board for <br />capital•improvements..for the next.five years. The request was for three facilities <br />with an estimated cost as follows: <br />1. Animal Holding Facility $ 75, 000. 00 <br />2. Continuing Education Facility $ 500, 000. 00 <br />3. Library Expansion $ .200, 000. 00 <br />After discussion of the request, Commissioner.Dotterer.moved that <br />the Board agree to provide $75, 000. 00 in the next budget for CCTI-for the construction <br />of an animal.holding structure and that the City of Sanford•beeasked/to partiApate'in- <br />the project to the extent of one-half of the cost or $37, 500. 0.0. Commissioner Clyde <br />J. Rhyne seconded the motion and upon a vote, Commissioners,Dotterer,, Rhyne,'. <br />F. Wicker and Cooper voted for it and Commissioner Gordon-Wicker voted against it. <br />The Board then considered-the request for $700, 000 for other buildings. <br />After extended discussion of the-five year plan,, Commissioner -Dotterer moved that <br />the Board express its-intent to provide $700,000,for the CCTI. building program over <br />the next three years. Commissioner Franklin D. Wicker seconded the-motion and. <br />upon a vote, it was unanimously adopted. <br />.Mr. Elwin Buchanan, Community Development. Director, appeared <br />before the Board and reviewed his written monthly report. <br />Mr. Buchanan included in his monthly report the bids received for <br />making appraisals in Lyons Bottom between Crestview Street and Oakdale Street for <br />widening Washington Avenue. The bids were as follows: <br />Ed Taylor <br />Roy Utley <br />Clyde Burge <br />$ <br />750.00 <br />$ <br />750.00 <br />$ <br />600, oo <br />Commissioner Clyde J. Rhyne moved. that the low bid of Clyde Burge <br />be accepted. Commissioner, Franklin D. Wicker seconded the motion and upon a vote <br />it was unanimously adopted. . <br />Mr. Buchanan reported that the bids for the Grapevineyard project <br />appraisals were as follows: <br />Roy Utley $ 250. 00 <br />Clyde Burge $ c 200. 00 <br />Commissioner Franklin D. Wicker moved that the low bid of Clyde <br />Burge be accepted. Commissioner John E. Dotterer seconded the motion and upon <br />a vote, it was unanimously adopted. . <br />Mr. Buchanan then presented a proposed contract between the City <br />(,of Sanford and Lee County dated February 15, 3977,, relating to the water and <br />sewer lines in the Grapevineyard Section. After discussion, Commissioner Clyde <br />J. Rhyne'moved that the contract be approved and the Chairman and Clerk be <br />authorized to execute the contract on behalf of the. County. <br />
