The motion was unanimously adopted, upon a vote. <br />The, contract between the County of Lee and Triangle Housing <br />Development. Corporation, providing for the rehabilitation of houses in the Grape- <br />vineyard Road Community Development Target Area, through the use of CETA <br />crews was approved and the Chairman was authorized to. execute it for and on <br />behalf of the County, upon the motion of Commissioner Rhyne, which motion was <br />duly seconded by CommissionerFranklin D. Wicker, and unanimously adopted--upon <br />a vote. 4 <br />Upon motion of Commissioner Franklin D. Wicker, seconded by <br />Commissioner Clyde J. Rhyne, which. motion was unanimously adopted,. it was <br />RESOLVED to authorize and approve the use of the contract and release between <br />the County Community. Development Agency. and the owners or occupants of houses <br />being rehabilitated.' Mr. Buchanan also reported this activity had been reported <br />to the County's Liability Insurance Carrier. <br />Mr. Elwin Buchanan, Community Development Director, reviewed <br />the status of the various Community Development projects whi,ah are underway in <br />Lee County. <br />Mr. Elwin Buchanan,. Community Development Director, reviewed <br />.with the Board the HUD review of the pre-application for the Community Develop- <br />ment non-metropolitan discretionary funds. The County did not have any project <br />-which attained a high enough numerical rating for the County to submit a full <br />application. this year. <br />Mr. Ed Fleis, of Williams & Works, appeared before the Board <br />and reported that the Airport authorities application for financial assistance had <br />been filed with the appropriate State and Federal Agencies and some word should <br />be received on this application in September. <br />Mr. Jon Moore,* who is in charge of the expanded Title VI Program <br />and CETA Program in Lee County, appeared before. the Board and explained the <br />changes in this program. Mr. Moore. explained that the program was changing <br />to support project type work and that certification of eligibility would be made by <br />the Unemployment Security Office in Sanford. Commissioner Dotterer moved that <br />the program as outlined by:Mr._Moore be approved and continued. Commissioner <br />Franklin D. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />Mrs. Bea Fields appeared before the Board and reported. that the <br />Personnel.Board had met at 9:00 o'clock a. m., on Thursday, March 31st. The <br />recommendations of the Personnel Board were that all County personnel would <br />receive a 6-1/2% increase in wages and likewise, CETA.employees would receive <br />the same raise, all to be effective July 1st, 1977. The. Personnel Board also <br />recommended that Department Heads use their discretion in requesting merit <br />increases for members of their staff. Commissioner Franklin D.` Wiclc(~r moved <br />that Department Heads be instructed to present their budget request're'flectirig <br />a 6-1/2% increase in pay. Commissioner Dotterer- seconded the motion and.upon <br />a vote it was unanimously adopted. <br />The Board acknowledged receipt of a map.requesting data pertaining <br />to flood hazards in Lee County and directed that that£letter-be referred to Mr. <br />Elwin Buchanan for reply. <br />.1 <br />7 <br />
