IO Page 2 <br />BOOK 8 W <br />The Board next considered House Bill #522 which'relates to amending <br />open meetings law. 'Upon motion of Franklin D. Wicker, seconded by Gordon <br />A. Wicker, which motion was unanimously adopted-, it was resolved to oppose the <br />passage'of that bill. <br />The Board next considered House Bill #349; which concerns collective' <br />bargaining by public employees. The Board had previously taken a position in <br />opposition to the passage of this bill and so saw no need to change its position <br />at this time. <br />The Board next considered Senate Bill #96, which relates to the repeal of the <br />sales tax on food." Upon motion of Commissioner Gordon A. Wicker, seconded by <br />Franklin D. Wicker, which motion was unanimously adopted, it was resolved to <br />oppose the passage of that bill. <br />The Chairman announced that the time had arrived=for the public hearing <br />on the question of whetherthe County should employ a County Manager. <br />The meeting was duly opened and" the following persons were recognized: <br />Messrs. Robert Stone and Dennis Foushee spoke in opposition.to the employ- <br />ment of a County Manager. <br />Mrs. Helen Turner and Messrs. Nelson Tibbitt, Dan Cape, Jim Coats, <br />Garland Fulton, Frank Nunnally,:D.. F. Holder,' Bill' Huggins and Harold Makepeace <br />spoke in favor of the employment of f-a County Manager. <br />At the conclusion of the public hearing, Commissioner.F. Wicker moved <br />a that the public hearing be"closed, Commissioner Rhyne seconded the motion <br />s. -and upon aL vote it was unanimously, adopted. The meeting then recessed for 5 minutes. <br />t, # g Mr.' Elwin Buchanan appeared before the Board and requested approval of. <br />change order to the`Carter-Armory sewer line project. Commissioner F. Wicker <br />moved the adoption of the'following Resolution; seconded by Commissioner Rhyne <br />and upon r611-call Commissioners Dotterer, Rhyne, F.' Wicker, G. Wicker and <br />Cooper all voted for it and no one voted' against it. <br />RESOLVED that Change Order No. 2 to the Carter-Armory sewer <br />line project be approved -to authorize payment of $6, 398. 70 to J. C. <br />Johnson Construction Company, and <br />FURTHER RESOLVED that $Z, 593. 70 be appropriated from sewer <br />bond proceeds to -go with the.$3, 805.00 to be received from the Department <br />. of Military Affairs, or its. contractor to pay for said work authorized'by <br />said change order. <br />Mr. Elwin Buchanan presented'a request.thatappropriate action be taken to <br />reflect the loss of an Echo chain saw which was stolen'June 14, 1976. The complaint <br />and investigative report of the police'was'presented. Commissioner Franklin D. <br />Wicker moved that the capital equipment inventory for the Community Development <br />Agency should be relieved of the. accountability fo'r one Echo chain saw, Model 451, <br />of'the -value of $217.36, because it had been lost due to theft. Commissioner Gordon <br />A. Wicker seconded the motion and upon a -vote it'was unanimously adopted. <br />Chairman William H. Cooper reported that the county had two trucks, two <br />automobiles, one `s'tation--wagon and some doors which were surplus property and <br />need to be disposed,of. <br />Commissioner Rhyne moved that Chairman Cooper and'Commissioner Franklin <br />
