V <br />'t <br />NOW, THEREFORE BE IT RESOLVED that the Board of Commissioners <br />enacts the following Citizen Participation Plan for the Community <br />Development process: <br />1. CITIZENS ADVISORY BOARD FOR CM4UNITY DEVELOPMENT. <br />A Citizens Advisory Board for Community Development was <br />created by resolution of the Lee County Board of Commissioners <br />on September 20, 1976. Structure of the Citizens Advisory <br />Board is outlined in that resolution. <br />The purpose of the Citizens Advisory Board is to assist <br />in the development of the Community Development Plan and <br />Program by articulating their needs, preferences about <br />proposed activities, selection of priorities, and assistance <br />in development of the Application. One member should be <br />selected from each Community Development area. The Board <br />should meet monthly and its meetings shall be open to the <br />public. Any citizen may speak before the Board at any meeting. <br />The Citizens Advisory Board should establish By-Laws that <br />include sections regarding: (a) Purpose, (b) Membership, <br />(c) Term of membership, (d) Voting, (e) Quorum, (f) Election <br />of Officers, (g) Duties of Officers, (h) Meeting Dates, (i) <br />Special Meetings, and (j) Amendments to By-Laws. <br />
