BK - 00026 PG:0369 <br />LEE COUNTY <br />"'Q <br />Committed Today for a Better Tomorrow <br />BUDGET KICKOFF WORK SESSION <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />LEE COUNTY GOVERNMENT CENTER <br />106 HILLCREST DRIVE <br />WICKER CONFERENCE ROOM (FIRST FLOOR) <br />SANFORD, NORTH CAROLINA 27330 <br />FEBRUARY 21, 2014 <br />A budget kickoff work session of the Lee County Board of Commissioners for the County of <br />Lee, State of North Carolina, convened at 8:30 a.m. in the Gordon Wicker Conference Room, Lee <br />County Government Center, First Floor, 106 Hillcrest Drive, Sanford, North Carolina, on said date. <br />Commissioners present at the beginning of the meeting were Dr. Ricky D. Frazier, Charles T. Parks, <br />Kirk D. Smith, and James K. Womack. Commissioner Robert T. Reives joined the meeting at 8:48 <br />a.m., and Commissioner Amy M. Dalrymple joined the meeting at 9 a.m. Commissioner Dr. Andre <br />Knecht was not in attendance for the meeting. Staff in attendance included Assistant County <br />Manager /Finance Director Lisa Minter (in the County Manager's absence), MPA staff Michael James, <br />and Clerk to the Board Gaynell Lee. <br />Chairman Parks called the budget work session to order. <br />Commissioner Parks delivered the invocation. <br />The pledge of allegiance was recited. <br />MPA staff Michael James presented and discussed the eighty -five (85) recommendations <br />presented from the February 2012 Evergreen Solutions, LLC comprehensive performance audit of the <br />County's organizational, operational, and financial efficiency and effectiveness. Mr. James stated that <br />to date, sixty -three (63) of the eighty -five (85) recommendations have either been implemented or are <br />in the process of being implemented. The majority of the recommendations that have not been <br />addressed require additional funding, substantial staff time for long -term planning and document <br />drafting, or action on behalf of organizations external to the County. Mr. James answered questions <br />from Board members during the presentation. No. action was taken. <br />Commissioner Reives joined the meeting at 8:48 a.m. during the above presentation and <br />Commissioner Dalrymple joined the meeting at 9 a.m., also during this presentation. <br />Commissioner Womack suggested that a cover letter, along with the final report, be sent to <br />Evergreen Solutions showing results of the study. <br />Tax Administrator Mary Yow presented preliminary information for the 2014 tax base. Ms. Yow <br />stated numbers presented have not been validated as the department is still in the early stage of their <br />
