G0 } <br />• Appointments to the Senior Tar Heel Legislature for Lee County Senior Services, <br />• Tax Releases and Refunds for June 2009 (copy attached); <br />• Increased administrative fees for advertising from $125.00 to $175.00; <br />• Proclamation honoring 14 Lee County employees that will retire on July 31, 2009, <br />• Amendment to Inmate Labor Contract with the North Carolina Department of <br />Corrections for General Services (copy attached), <br />• Amendment to Inmate Labor Contract with the North Carolina Department of <br />Corrections for the Lee County Health Department (copy attached); <br />• Write-off of 1998 delinquent taxes (copy attached), <br />• Lee County Identify Theft /Red Flag Rules Policy & Procedures (copy attached) <br />Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Pursuant to North Carolina General Statute 153A-52.1 Chairman Hayes opened the floor for <br />Public Comments. The following signed up to speak and were7allowed three minutes: <br />.;m a <br />1. Harry Undy, 558 Argyll Drive, Sanford; and <br />2. Donnie Oldham, 2412 Beachwood Trail' Sanford <br />N, <br />® The Board considered the first reading of an Ordinance Granting a Franchise for a LCID Landfill <br />of less than two acres. County Attorney K. R. Hoyle told Board members the first and second reading <br />of an application to authorize a franchiseifor a landfill for land clearing and inert debris (LCID) for Mr. <br />Michael Barbour and Mr. Johnny Knight (Northwest Pocket LCID), to be located on Pickard Road in the <br />Northwest Pocket community, was adpptedat the October 20th-and-November 3, 2008 meetings: Mr: <br />Hoyle stated that Mr. Barbour and~,M Knight have now met all local and State requirements to proceed <br />with the Franchise Agreement. Mr. <br />also stated that per North Carolina General Stature 153A-46 <br />a franchise may not be adopted untilk it$ as been passed at two regular meetings. Therefore, this item <br />will be on the August 17, 2009, agenda for the second and final vote. After some discussion, <br />Commissioner Reives moved to approve the first reading for an Ordinance Granting a Franchise for a <br />LCID Landfill of Less Than Two Acres to Michael W Barbour, Johnny B. Knight, and Northwest Pocket <br />LCID, LLC. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered an appointment to the Lee County Environmental Affairs Board. Clerk to <br />the Board Gaynell Lee presented three applications for consideration for the one vacancy. After <br />discussion, the Board appointed William Vogler to serve a 3-year term on said board. <br />The Board discussed a water extension for North Plank Road. County Manager John Crumpton <br />told Board members a petition had been received from fifteen residents who live on North Plank Road <br />® asking the County for assistance in getting a water line installed on that road. Mr. Crumpton stated that <br />staff has prepared a grant application to the Rural Center for this extension, but the grant cannot be <br />3 <br />
