038 <br />0 LEE COUNTY <br />Committed Today for a Better Tomorrow <br />MINUTES OF THE BUDGET WORK SESSION <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />JUNE 15, 2009 <br />The budget work session of the Board of Commissioners for the County of Lee, State of North <br />Carolina, convened at 4:00 p.m. in the Commissioners' Room, Lee County Government Center, 106 <br />Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present were Amy M. <br />Dalrymple, Richard B. Hayes, James C. Kelly, Larry "Doc" 0ldham, Nathan E. Paschal, Robert T. <br />Reives, and Linda A. Shook. <br />Chairman Hayes called the work session to ord <br />County Manager John Crumpton stated the Board needed to follow up on the following <br />matters from the last work session and suggested Lopics from Commissioners: <br />(1) Maintenance of Effort ndQng for the Library, <br />(2) Funding for EcoonnomicyDevelopment; <br />(3) Fees for Parks and Recreation; <br />(4) Tax collections; and <br />(5) County Managers limit on approving purchases over $20,000 <br />The Board discussed a shortfall of $67,570 for Maintenance of Effort for the Lee County <br />Library. Mr. Crumpton stated the shortfall could be taken from Fund Balance if the Board so desires. <br />No action was taken. <br />The Board discussed cutting funds from the Economic Development Corporation (EDC) <br />budget. Currently the County pays 66% of the EDC operational budget, the City of Sanford pays <br />32%, and the Town of Broadway pays 2%. Mr. Reives stated he would like to reduce the County's <br />share to the same amount the City pays and also look at how the EDC Board operates. During <br />discussion, Commissioners agreed the agreement with the EDC Board should be discussed and <br />reviewed with the City of Sanford and Town of Broadway. It was agreed to leave the EDC budget as <br />is for the current year and begin looking at the agreement and the funding subject beginning in July <br />for the next budget cycle. No action was taken. <br />No discussion took place concerning increased fees for Parks and Recreation or Tax <br />collections. <br />• County Manager John Crumpton discussed his authority to approve county purchases up to <br />$20,000.
