055 Pg. 2 of 2 Preliminary Plat-Waterview Estates Zoning The property is zoned Residential Restricted (RR) district. The RR district is established to provide areas for low density single-family uses at a maximum of one and one-half (1.5) dwelling units per acre. Dimensional requirement of the RR district includes a minimum lot size of 30,000 sq. ft. (.69- acs.), a minimum lot width of 100 feet at the building setback line, a principal building front yard setback of 30 feet, a minimum rear yard setback of 30 feet and a side yard setback of 15 feet. Staff Comments The proposed subdivision consists of 19 lots around an existing 2.41-acre lake. Public streets constructed to NCDOT standards will be extended into the development. All lots will be accessed from a driveway off of an internal street. The development proposes a 45 ft. landscape easement that will include a berm with tree plantings along the lots that front Steel Bridge Road. Additionally, a 1.43-acre area will be reserved for open space. The development also proposes curb and gutter. Additional Comments e This subdivision was initially planned as a gated community with private streets which would have required the property to be rezoned to a Conditional zoning district. The owner/developer has since decided against the gated community and will develop a traditional residential subdivision. The proposed subdivision has been reviewed by the Sanford/Lee County Technical Review Committee at their March 26, 2009 meeting. (Comments from TRC Meeting attached) Conditions and Requirements • A detailed soil analysis is required on each lot prior to final plat approval • State requirement: Sedimentation and Erosion Control Plan • NCDOT requirement: Driveway permit • The final plat shall be prepared by a Registered Land Surveyor in accordance with NCGS Chapter 89C Recommendation of the Planning Board: The Planning Board by a unanimous vote recommends the Board of Commissioners approve the preliminary plat of "Waterview Estates" subdivision as presented.
