055 <br />Pg. 2 of 2 <br />Preliminary Plat-Waterview Estates <br />Zoning <br />The property is zoned Residential Restricted (RR) district. The RR district is established to <br />provide areas for low density single-family uses at a maximum of one and one-half (1.5) <br />dwelling units per acre. <br />Dimensional requirement of the RR district includes a minimum lot size of 30,000 sq. ft. (.69- <br />acs.), a minimum lot width of 100 feet at the building setback line, a principal building front yard <br />setback of 30 feet, a minimum rear yard setback of 30 feet and a side yard setback of 15 feet. <br />Staff Comments <br />The proposed subdivision consists of 19 lots around an existing 2.41-acre lake. Public streets <br />constructed to NCDOT standards will be extended into the development. All lots will be <br />accessed from a driveway off of an internal street. <br />The development proposes a 45 ft. landscape easement that will include a berm with tree <br />plantings along the lots that front Steel Bridge Road. Additionally, a 1.43-acre area will be <br />reserved for open space. The development also proposes curb and gutter. <br />Additional Comments <br />e This subdivision was initially planned as a gated community with private streets which would <br />have required the property to be rezoned to a Conditional zoning district. The owner/developer <br />has since decided against the gated community and will develop a traditional residential <br />subdivision. <br />The proposed subdivision has been reviewed by the Sanford/Lee County Technical Review <br />Committee at their March 26, 2009 meeting. (Comments from TRC Meeting attached) <br />Conditions and Requirements <br />• A detailed soil analysis is required on each lot prior to final plat approval <br />• State requirement: Sedimentation and Erosion Control Plan <br />• NCDOT requirement: Driveway permit <br />• The final plat shall be prepared by a Registered Land Surveyor in accordance with NCGS <br />Chapter 89C <br />Recommendation of the Planning Board: The Planning Board by a unanimous vote <br />recommends the Board of Commissioners approve the preliminary plat of "Waterview Estates" <br />subdivision as presented. <br />
