032 <br />V C~ljvw <br />U+cx,~ -J ~0 MEMORANDUM TO: Lee County Board of Commissioners <br />John Crumpton, County Manager <br />FROM: Marshall Downey, Assistant Director of Planning and Development <br />DATE: June 1, 2009 <br />REF: Consideration of adoption regarding four (4) amendments to the Unified <br />Development Ordinance (UDO) <br />Amendment I - Consider adoption of a text amendment to the Unified Development <br />Ordinance (UDO) to create a new residential design standards overlay zoning district. <br />As stated at the May 18`" public hearing, a Council member from the Sanford City Council <br />requested that an overlay zoning district be created that could be applied to his ward in order <br />• to implement regulations on residential fencing requirements. If this overlay district were <br />adopted, an additional step to rezone the official zoning map to include this new overlay <br />district would be required. Please note that this overlay zoning district is being crafted such <br />that it would be applied to other residential areas/wards in Sanford. Broadway and Lee <br />County have expressed a desire to exclude these regulations from their zoning jurisdiction. <br />The Planning Board voted unanimously in favor of moving forward with this proposed <br />amendment with the change that these rules not be available within Lee County's zoning <br />jurisdiction. Attached is the draft language for consideration of adoption. <br />Amendment 2 - Consider adoption of a text amendment to the Unified Development <br />Ordinance (UDO) to permit social assistance, welfare and charitable service uses within the <br />LI Light Industrial zoning district. <br />As stated at the public hearing, Planning staff has been in contact with a Mr. William Hicks, <br />who represents the "Bread of Life" mission that is currently located in the old McIver School <br />at 219 Maple Avenue. Mr. Hicks has communicated to staff his desire to expand further into <br />the old school in order to create a homeless shelter and vocational training. In reviewing the <br />UDO, homeless shelters and vocational training are included under the category "Social <br />assistance, welfare and other charitable services" (see Attachment A for fill description of <br />this use grouping). This land use classification is currently not permitted within the LI Light <br />Industrial zoning district. As a result, Mr. Hicks is seeking a text amendment to amend the LI <br />• zoning district. <br />
