The minimum dimensional standards in the HC district <br />• include a lot width of 50 feet, a front yard setback of 10 feet, and 0 rear and side yard setbacks. <br />The Light Industrial (LI) district is established to provide for areas that contain a mix of light manufacturing uses, <br />office park and limited retail and service uses. LI districts should include areas which continue the orderly <br />development and concentration of light industrial uses. LI zones should be located so as to have direct access to <br />or within proximity to a major or minor thoroughfare. The minimum dimensional standards of the LI district <br />includes a lot width of 80 feet, a front yard setback of 30 feet, 0 rear and side yard setbacks, and no maximum <br />building height requirement. Some of the typical manufacturing uses allowed in the LI district include sign and <br />metal manufacturing, textile mills & apparel manufacturing, pharmaceutical, wood products, warehouse <br />structures, contractor's offices/shop without outdoor storage areas, and machinery and equipment manufacturing <br />without outdoor storage. Additionally, a variety of general sales or service, arts, recreation/entertainment, <br />education, office/institutional, transportation, communication, utilities and agricultural uses are permitted in the <br />Light Industrial zoning district. (Please see attached list of uses permitted in the LI district). <br />Environmental <br />The subject lot is not located in a flood hazard area, but is located within the Cape Fear WS-1V Protected Area <br />(CFS-WS-IV-PA) watershed. Non-residential development occurring in a WS-IV watershed classification which <br />requires a Sedimentation and Erosion Control permit may occur at no more than 24% built upon area for projects <br />utilizing curb and gutter and 36% built-upon area if the project does not utilize curb and gutter for storm water <br />control. Ten percent (10%) of the CFS-WS-IV-PA watershed area may be developed with new development <br />projects up to seventy (70%) built-upon area as Special Intensity Allocations (SIAs). <br />Emergency Response <br />The subject property is located within the Cape Fear Fire District and is approximately 2.5 miles from the fire <br />• station. <br />Transportation <br />An interchange in connection with the 421 Bypass Project has been completed on Broadway Road just west of <br />East Lee-Middle School_ With this type of major highway improvement, the potential for non-residential <br />development growth along Broadway Road will increase. <br />The Sanford Thoroughfare Plan 'T'echnical Report has identified Broadway Road as a major thoroughfare. The <br />Plan states that Broadway Road serves the major industrial area of east Sanford, as well as the East Lee Middle <br />School and numerous adjacent commercial establishments, and brings in traffic from the Town of Broadway. <br />Major thoroughfares may be either partial or no control access and usually have little to no on-street parking. <br />In 2007, NCDOT Traffic counts for Broadway Road indicate there were 8,600 trips per day near the subject site. <br />The Sanford Thoroughfare Plan predicts that Broadway Road will carry 19,000 vehicles per day by 2020. <br />A driveway permit will be required by NCDOT at the time of development. <br />Development Standards <br />If rezoned, all uses permitted in the Light Industrial (1-1) district will be allowed. Also if rezoned, the future <br />development of the site will be required to meet the building design standards for non-residential developments <br />along a thoroughfare in addition to all other development standards of the Unified Development Ordinance. <br />Conformance with the 2020 Land Use Plan <br />The 2020 Land Use Plan Map has not identified this property for any particular development. When considering <br />the zoning of the property, current development trends of the neighborhood should be continued and applied. <br />2of2 <br />
