0 27 <br />STAFF REPORT PRESENTED AT THE PUBLIC HEARING <br />WITH A RECOMMENDATION OF THE PLANNING BOARD <br />O FOR A CHANGE TO THE OFFICIAL ZONING MAP OF LEE COUNTY <br />APPLICATION 2009-0501 <br />RECOMMENDATION OF THE PLANNING BOARD: The Planning Board by a unanimous vote <br />recommends that the Board of Commissioners approve Application #2009-0501 as submitted by Belinda Gail <br />Dickens to rezone 2.02-acres of land on Broadway Road from Highway Commercial (HC) district to Light <br />Industrial (LI) district. <br />Land use information presented at the public hearing is listed below for your reference: <br />Parcel History <br />The subject property was rezoned from Residential Agricultural district to Highway Commercial district in March <br />2002. <br />Site and Area Description <br />The property requested for rezoning is located on the north side of Broadway Road approximately 950 feet west <br />of the northwest intersection of Broadway Road and Avert's Ferry Road. It is a vacant lot on 2.023 acres of land. <br />The lot has 194.81 feet of public road front on Broadway Road SR 1579. <br />The property is the same as Lot 2 on a plat entitled "Subdivision of a Portion of Property of Edna M. Dickens <br />Rosser, surveyed by Mr. Hal T. Siler, PLS on March 6, 2002, recorded in Plat Cabinet 9, Slide 90E, Lee County <br />Register of Deeds. <br />Utilities <br />The site has access to public water. A private septic system will be required for sanitary sewerage disposal. <br />Existing Zoning,and Land - Uses <br />The adjoining property to the east is zoned Highway Commercial and developed with a retail building that is <br />currently unoccupied. The adjoining property to the west is also zoned Highway Commercial and developed with <br />an automotive engine shop. The property to the north is zoned Residential Agricultural and is undeveloped. The <br />property to the south is zoned Residential Agricultural and developed with a single family home. Other properties <br />to the south include an undeveloped 75-acre tract that was annexed in 2007 by the City of Sanford and a <br />manufactured home park. <br />Staff Analysis <br />The petitioned lot is located between properties that are zoned Highway Commercial. The 2020 Land Use Plan <br />did not identify this area of Broadway for a specific use; however, Broadway Road is characterized by a variety of <br />commercial and industrial establishments from the city limits of Sanford to Lee County's planningjurisdiction. <br />Some of the uses include Crossroads Grill, Carolina Town & Country, Travelers Auto Sales, Mr. D's Grill and <br />Retail Shops, Carolina Atlantic, Cars or Us, LFI Service Inc., Olympic Fitness Club, Arden Benhar, Carolina <br />Veterinary Hospital, USA Mini Storage, The Kangaroo, Bill's Body Shop, Cory, Harrington's Flea Market, and <br />Sloan's Racing Engines Shop. East Lee Middle School is also located on Broadway Road. <br />The Highway Commercial (HC) district is established to accommodate uses that depend upon a large flow of <br />traffic and convenient access, such as retailing of durable goods, the provision of commercial services to <br />0 <br />1 of 2 <br />
