008 <br />At this time the Board conducted a public hearing that had been advertised for this date and <br />® time in reference to the proposed FY 2009-10 budget as presented at the May 4, 2009 meeting by <br />County Manager John Crumpton. Mr. Crumpton gave a brief overview of the proposed budget as <br />presented at the last meeting. The following signed up to speak and were allowed three minutes: <br />• Mr. Mike Gaster, 1423 Edwards Road, Sanford (representing Soil and Water <br />Conservation); <br />• Mr. David Dycus, 250 Dycus Road, Sanford (representing Soil and Water <br />Conservation); <br />• Mr. Russell Noel, 1413 Cherokee Trail, Sanford; <br />• Ms. Susan Laudate, 424 Arlington Circle, Sanford (representing the Lee County <br />Library Board of Trustees); <br />• Ms. King Ring, 160 Charlotte Avenue, Sanford (representing HAVEN), and <br />• Mr. Keith Clark, 233 Chris Cole Road, Sanford <br />The Board considered a request from the Lee County Sheriff's Department to adopt a <br />Graffiti Ordinance. Gang Investigator Renea Seydel discussed the growing number of graffiti <br />complaints in the county and the need for an ordinance to provide additional enforcement to protect <br />public and private property in the unincorporated areas of the county. A copy of the City of <br />Sanford's Graffiti Ordinance was provided as reference. After some discussion, staff was asked to <br />work with the County Attorney to develop an ordinance for~future approval. <br />Landon Baucom, President of the Santord-L e,County Youth Council appeared before the <br />Board and discussed activities of the Youth Council. No action was taken. <br />• Commissioner Linda Shook, representingfthe Lee County Fire Advisory Board, presented <br />the annual Lee County Fire Protection'"-District budgets for FY 2009-10. After discussion, <br />14 Commissioner Shook moved to accept the recommendation of the Fire Advisory Board for FY <br />2009-10 fire department budgets a;premisetd and hold a public hearing at the 6:00 p.m., June 15, <br />2009 meeting: Upon-a vote, the results were-as follows: - - <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Finance Director Lisa Minter presented the Monthly Financial Report for month ending April <br />2009. No action was taken. <br />Commissioner Dalrymple moved to go into closed session to (1) consider and give the <br />County Attorney instructions concerning a potential claim per N.C. Gen Stat 143-318.11(a) (3), and <br />(2) to discuss matters relating to the location or expansion of business in the area per N.C. Gen <br />Stat 143-318.11(a) (4). Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and the Board was in closed <br />session. Upon returning from closed session, Chairman Hayes called the regular meeting back to <br />E <br />
