022 <br />Amendment 2 - Consideration of a text amendment to the Unified Development Ordinance <br />(UDO) to permit social assistance, welfare and charitable service uses within the LI Light <br />Industrial zoning district. <br />Planning staff has been in contact with a Mr. William Flicks regarding a possible amendment <br />to the UDO. Mr. Hicks represents the "Bread of Life" mission that is currently located in the <br />old McIver School at 219 Maple Avenue. The current operations are limited to the old <br />cafeteria/gymnasium along Third Street and include a community food service program as <br />well as some counseling. Mr. Hicks has communicated to staff his desire to expand into the <br />old school. In doing so, Mr. Flicks further explained that he would like to create a homeless <br />shelter and vocational training within this space. In reviewing the UDO, homeless shelters <br />and vocational training are included under the category "Social assistance, welfare and other <br />charitable services" (see Attachment A for full description of this use grouping). This land <br />use classification is currently not permitted within the LI Light Industrial zoning district. As a <br />result, Mr. Hicks is seeking a text amendment to amend the LI zoning district. <br />Mr. Hicks is aware that if an amendment is approved wherein such shelters are permitted as a <br />special use, he would be required to submit an application for a Special Use Permit. <br />Additionally, staff has advised Mr. Flicks regarding the need to obtain professional assistance <br />regarding potential costs associated with bringing the old school structure into compliance <br />with current building and fire codes. <br />Also an additional note, the category for community food service is covered under this large <br />land use grouping (see LBCS 6563). However, the UDO specifically lists this use activity and <br />the zoning categories in which it can be located, including the LI district. This proposed <br />amendment would therefore not affect community food service operations. <br />In reviewing this proposed amendment, the Joint Planning Commission recommended that the <br />proposed move forward as being permitted as a Special Use within the LI district.
