(0-SOnlum Aerecmem t ~hibu A <br />Mid-Caiohnn Local wo,ktoree Inoesonem Ain, <br />AGREEMENT BETWEEN THE MID-CAROLINA <br />• WORKFORCE DEVELOPMENT BOARD/CHIEF ELECTED OFFICIAL <br />This Agreement, made on the _ clay of 20 . by and between the <br />Chief Elected Official, who is the authorized representative of the unit(s) of general local government <br />within the Mid-Carolina Local Workforce Investment Area, and the Mid-Carolina Workforce <br />Development Board, (hereinafter referred to as the Board), and <br />WHEREAS, the United States Congress has established the Job Training Partnership Act (JTPA) <br />and the Workforce Investment Act of 1998 and charged the State of North Carolina with the <br />establishment of Local Workforce Investment Areas (LA's); and <br />WHEREAS, btid-Carolina Local Area has been designated as the local Workforce Investment <br />Area for the unit(s) of general government within the confines of its boundaries: and <br />WHERAS, JTPA and the Workforce Investment Act establish the Workforce Development <br />Board and the Chief Elected Official as local partners in their implementation; anti <br />WHEREAS, the Acts require the Board and the Chief Elected Official to define the scope of <br />their partnership by means of air Agreement; and <br />WHEREAS, the Board has resolved to permit its Chairman to execute this agreernent, <br />NOW, THEREFORE, it is mutually agreed by the Chief Elected Official, who is the authorized <br />representative of the units of local government within the Consortium, and the Workforce Development <br />• Board that the following apply <br />1. Procedure for the Development ofa Workforce Investment Act Plan <br />A. The Mid-Carolina Council of Governments staff shall develop it Plan pursuant to the <br />Workforce Investment Act P_L. 105-220, which must be approved by the Workforce <br />Development Board and the Chief Elected Official prior to its submission to the Governor as <br />described in the Act. <br />B. The Mid-Carolina Council of Governments staff will develop the Plan in consultalion with <br />the Workforce Development Board and will submit the Plan to the Chief Elected Official for <br />review and approval prior to submission to the Governor. <br />[I. Selection of the Grant Recipient <br />The Mid-Carolina Council of Governments, Inc. shall be the Grant Recipient of any funds <br />available under the Workforce Investment Act of 1998 P.L. 105-220. <br />III. Selection of-the Administrative Entity <br />The Mid-Carolina Council of Govenunents, Inc. shall be the entity to administer the Workforce <br />Investment Act Plan pursuant to the Workforce Investment Act of 1998 P.L. I05-220. <br />IV. Responsibilities of the Administrative Entity <br />The Mid-Carolina Council of Governmans, as Administrative Entity, will have responsibility for: <br />
