BOOK 2 1?1GE 85 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING <br />BETWEEN THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />AND <br />LEE COUNTY BOARD OF EDUCATION <br />1708 NASH STREET <br />LEE COUNTY HIGH SCHOOL <br />SANFORD, NORTH CAROLINA 27330 <br />October 12. 2009 <br />The joint meeting between the Lee County Board of Commissioners and Lee County Board of <br />Education was held at 6 p.m. on said date in the old gym, Lee County High School, 1708 Nash Street, <br />Sanford, North Carolina. Commissioners present were Amy M. Dalrymple, Richard B. Hayes, James <br />C. Kelly, Larry "Doc" Oldham, Nathan E. Paschal, and Linda A. Shook. Commissioner Robert T. <br />Reives joined the meeting at approximately 6:30 p.m. Also in attendance were County Manager John <br />Crumpton, County Attorney K. R. Hoyle, Deputy County Attorney W. Dale Talbert, and Clerk to the <br />Board Gaynell Lee. <br />Chairman Richard Hayes called the meeting to order for the Commissioners. Mr. Bill Tatum, <br />Chairman of the Lee County Board of Education called their meeting to order. <br />The agenda was approved unanimously by both boards. <br />Mr. Jimmy Hite from Hite Associates presented the construction design for renovations to Lee <br />County High School and addressed the three phases of the renovation project which would begin in the <br />summer of 2010 and be completed in the summer of 2012. It is estimated the project cost to complete <br />the plan will cost approximately $18.7 million <br />County Manager John Crumpton presented financial information relating to project. Mr. <br />Crumpton stated Lee County has been approved for $4 million in QZAB bonds and $3.98 in QSAB <br />bonds. Lee County is also eligible for "Recovery Zone Bonds" in the amount of $4.342 million. The <br />remaining amount necessary for the project will be borrowed and paid back in the form of traditional <br />bank qualified financing. The payback time for the no-interest loans has been extended from 12-years <br />to 15-years. <br />The following signed up to speak and were allowed two-minutes (all spoke in favor of the <br />renovation project and the %-cent sales tax proposed for the November referendum : <br />• Chet Mann, 1508 Von Cannon Circle, Sanford; <br />• Harry Undy, 558 Argyll Drive (Carolina Trace), Sanford; <br />• Donnie Oldham, 2412 Brookwood Trail, Sanford; <br />
