Sloan Park. <br />Ms. Berryman and Ms. Edwards also spoke regarding the issue. <br />Commissioner Frazier asked about No Trespassing signs and Mr. Kline <br />asked how many times per month/week offenses occur. Mr. Stryffeler <br />asked Mr. Cox for his proposal. Mr. Cox stated that he wanted their <br />property fenced or the park fenced. Chairman Mark Kline said it will be <br />put on a future agenda to continue to discuss the issue. He stated that the <br />committee would try to work with what is possible and what is capable <br />within the Parks & Recreation's budget. Mr. Payne said he would go <br />through the police reports and identify O.T. Sloan Park's issues. <br />The access issues will be discussed at a future meeting with feedback <br />given to the guest speakers. <br />B. Consider Youth Representative Membership to Parks & Recreation <br />Advisory Board <br />Mr. Payne sent out a list -serve request to Parks & Recreation State <br />Association with questions concerning the make -up of their advisory <br />board membership, including ex- officio members and ex- officio voting <br />privileges. He received 9 responses saying 5 did not have privileges, 2 did, <br />and 2 did not have ex- officio members on their board. <br />His other question to the Association was if they had youth members, <br />and if those youth members had voting privileges. He received 8 responses <br />with 5 saying they did not have youth members, 3 did with full voting <br />privileges. <br />Kirk Smith spoke before the Committee about the Young <br />Commissioners Leadership Program started this summer that consisted of <br />12 kids in a 2 week session. They went to all offices within the county and <br />City of Sanford except the Parks & Recreation office. Members discussed <br />having a youth on the Board but they did not want the youth to be able to <br />vote. Mr. Smith said the youth representative would be put in on a yearly <br />basis from the junior /senior classes of local high schools. Members <br />discussed some of the pros and cons of having a youth representative and <br />criteria they would need to meet. <br />Mr. Payne stated if it was approved to have a youth on the Commission, <br />he would have that and the ex- officio voting privileges from last month's <br />meeting presented to the Board of Commissioners on their next agenda at <br />the same time. <br />Harry Stryffeler made a motion to place it on the agenda for <br />consideration at 6:15. Mark Kline seconded the motion. All were in favor. <br />
