WHEREAS, -past history has indicated an increasing difficulty to <br />secure right.of way for improvement projects, it is proposed that if <br />right of way cannot'be secured for paving projects 1, Z, and 3, that thb <br />.following widening project be substituted: <br />1. Widen SR ,1537 .(Poplar-Springs Church Road) from SR_ 1509 <br />(Grapevineyard Road) to NC 42 - 1, 9 miles (161' existing roadway._ <br />with 550 vehicles per day) Estimated Cost $18,000 <br />WHEREAS, it is'-also agreed; to retain 10% of the allocation or <br />$7730 for small projects that may.'come up during the year such as road <br />additions, property owner participation projects, volunteer fire departs ' <br />ment and rescue squad drives, maintenance of cemetery drives, project. <br />overruns, etc:' <br />.BE IT RESOLVED that the Division of Highways of the Departmerit <br />of Transportation proceed with these projects as far.as the Secondary <br />Road Allocation will allow. <br />Commissioner John E. Dotterer seconded the motion a'nd upon a vote <br />it was unanimously adopted. <br />While'the representatives of the Department of Transportation were, <br />present, Mr, Hal L. Hancock,' a former member of the Board, asked for recognition <br />which was granted by the Chair, Mr. Hancock requested the highway representatives <br />to investigate the low tonnage rating on Sec+ndary.Road 1144. Mr. Jordan assured <br />Mr.. Hancock-this matter would~'be looked into and appropriate action taken. <br />Commissioner Franklin D. Wicker made a request for stop or <br />warning signs which Mr. Jordan said he would also investigate. <br />Chairman Cooper asked that the signs on the-U: S. No. 1 By-Pass <br />and old. U. S.. No. 1, be examined to avoid discriminati±n in reference to <br />commercial facilities in the vicinity. <br />The Board nextconsidered bids for the street improvements in <br />the Lyonst Bottom and Grapevineyard improvement projects. C. 32,298.00 150 days <br />Commissioner Rhyne moved that the,low bid of Lee Paving Company <br />in-the amount of $30, 301. 50 be accepted and that the Chairman be-authorized.to <br />execute- a contract for and on behalf. of the County for such work. Commissioner <br />Dotte'rer seconded" the motion and upon a roll 'call vote, Messrs. Dotterer,. Rhyne, <br />F. W.icker,•G...Wicker_~and Cooper 'all vL~ted for it and no one voted against it. <br />Mr. • John Berndt and Mr'. -Jackson, from the Department of Natural <br />and Economic Resources, appeared before the Board to discuss the types'of zining <br />and land use control which most local governments use in and around airports.: Mr. ' <br />James Pate; of Williams & Works,. also appeared before the Board. Commissioner <br />Dotte're'r moved the adoption of. the following resolution: <br />
