Buchanan, Grants Administrator; appeared before the Board and requested authority for the hiring of a CETA worker to fill a vacancy in a crew doing rehabilitation work.' Mr. Buchanan stated that an understaffed crew could not properly do the work of rehabilitating the houses.ind failure to authorize such employment would•jeopardize the rehabilitation program.
