Rhyne moved that.the Board run an ad in -the <br />Sanford Herald's industrial issue for. the purpose of aiding. and. encouraging the <br />location of manufacturing enterprises -in Lee County as authorized by G., S. 158. 1. <br />Commissioner Franklin D.. Wicker' seconded the motion.and'upon a vote it was unan- <br />imously adopted. <br />Mr. Elwin J. Buchanan, Grants Administrator; appeared before the <br />Board and requested authority for the hiring of a CETA worker to fill a vacancy in <br />a crew doing rehabilitation work.' Mr. Buchanan stated that an understaffed crew <br />could not properly do the work of rehabilitating the houses.ind failure to authorize <br />such employment would•jeopardize the rehabilitation program. Commissioner <br />Franklin D. Wicker spoke against making an exception to the adopted_policy of <br />phasing out the CETA program through=riot hiring replacements for those whose <br />employment had been terminated.
