Wicker seconded the motion and upon a <br />roll call vote, Messrs. .Dotterer, Rhyne, Franklin D. Wicker, Gordon A. Wicker <br />and Cooper all voted for it and no one voted against it. <br />Mr. Elwin J. Buchanan, Grants Administrator, appeared before the <br />Board and requested the Board consider changes in the budget for the San-Lee <br />Education and Recreation Park, to include the over-run grant received from EDA. <br />After discussion and review, Commissioner Clyde J. Rhyne moved the adoption of <br />the following resolution: <br />WHEREAS, the Department of Economic Development Adminis- <br />tration approved the application for a over-run grant in the amount of <br />One Hundred Twenty Three Thousand Six Hundred Dollars ($123, 600. 00) <br />for budgeted activities in the San-Lee Recreation and Educational Park <br />project, and <br />WHEREAS, the BOARD OF COMMISSIONERS OF LEE COUNTY <br />has determined it to be to the best interest of the citizens of Lee County <br />to amend the budget for the Economic Development Administration <br />Grant # 04-11-01450. 1 for the purpose to spend the funds for activities <br />listed on Exhibit "A" attached; <br />NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF <br />COMMISSIONERS OF LEE COUNTY that the San-Lee Recreation and <br />Educational Park budget now indicate the additional one hundred <br />twenty three thousand six hundred dollars ($123, 600. 00) for the <br />fiscal year ending June 30, 1978. <br />Commissioner Franklin D. Wicker seconded the motion and upon a <br />vote it was unanimously adopted. Exhibit "A" referred to in the resolution is <br />attached to these minutes and made a part hereof. <br />Mr. Elwin J. Buchanan, Grants Administrator, appeared before the <br />Board and gave a report on the status of the various projects. <br />The request of a Boy Scout for permission to construct a Chapel <br />on the grounds of the San-Lee Education and Recreation Park was presented to <br />the Board, and permission was granted upon the provision that the parents of all <br />minors execute a release in favor of the County from any and all liability concerning <br />their child's participation in the event; that the Chapel bestructurally sound and <br />conform to building code requests and that the proper authorities of the Federal <br />Government give their consent to the building of such a structure on the grounds. <br />The motion was made by Commissioner Gordon A. Wicker and was seconded by <br />Commissioner John E. Dotterer and upon a vote was unanimously adopted. <br />Mr. Darrell Mullins, of the firm of Williams & Works, appeared <br />before the Board and reported that only one bid had been received on each of the <br />items which had been advertised with respect to the light fixtures and metal doors <br />at the Multi-Purpose Center at the San-Lee Education and Recreation Park. <br />Commissioner Franklin D. Wicker moved that the County re-advertise for bids to <br />be received at 8:30 o'clock p, m., on the third Monday in September. Commissioner <br />John E. Dotterer seconded the motion and upon a vote was unanimously adopted. <br />
