BOOK PAGE <br />Mr. Calvin Howell of the firm of Hayes, Howell & Associates, <br />Architects, appeared before the Board with respect to the proposed change order <br />granting an increase; of $1, 040. 00, to the General Contractor on the Library <br />project. Mr. Howell explained that no notice was given in the specifications or <br />terms of the bid that federal funds would be used in the construction of the project <br />and that the change order took into consideration overtime work that may be' <br />required and in his opinion was reasonable and favorable to the County, Comm- <br />issioner Franklin D. Wicke_ moved that the Chairman be authorized to execute the <br />change order for and on behalf of the County. Commissioner John E. Dotterer <br />seconded the motion and upon a roll call vote, Commissioner Dotterer, Rhyne, <br />Franklin D. Wicker and Cooper voted for it and Commissioner Gordon A. Wicker <br />voted against it and the motion was carried by a majority vote. <br />Commissioner Gordon A. Wicker moved that $245, 00 be appropriated <br />from the unappropriated surplus in the General Fund to the Civil Preparedness <br />Fund to cover the expense for gasoline used by fire departments in delivering <br />water to homes in Lee County, during the emergency conditions brought on by the <br />prolonged drought. Commissioner Franklin D. Wicker seconded the motion and upon <br />a roll call vote, Commissioners Dotterer, Rhyne, Franklin D. Wicker, Gordon A. <br />Wicker and Cooper all voted for it and no one voted against it. <br />The Board next considered the appraisal and review appraisal <br />report on the property of Mrs. Estus Kelly Matthews, adjoining the San-Lee <br />Recreation and Educational Park. After review and discussion, Commissioner <br />Clyde J. Rhyne moved the adoption of the following resolution: <br />WHEREAS, Appraisal Report by Mr. Clyde Burge for parcels <br />shown on the attachment to this resolution, was presented to the Lee <br />County Board of Commissioners; and <br />WHEREAS, a Review Appraisal by Mr. Albert Adcock, Fair <br />Market Value determination and his report therein was reviewed by <br />the Lee County Board of Commissioners at the meeting held on <br />September 6, 1977; and <br />WHEREAS, information pertaining to the name of owners, <br />parcel numbers and location was available to each member of the <br />Board of Commissioners; and <br />WHEREAS, the Lee County Board of Commissioners wish to <br />establish Just Compensation for each parcel to be acquired by the <br />Commissioners: and <br />WHEREAS, the delimits of the property and the interest to be <br />acquired therein was presented to the Board of Commissioners; <br />NOW, THEREFORE, BE IT RESOLVED: <br />THAT, the Board of Commissioners of the County of Lee <br />certified that the work of the appraiser and the review appraiser, <br />with respect to each property has been performed in a competent <br />manner in accordance with applicable State law. The Uniform Re- <br />location Assistance and Real Property Acquisition Policies Act of <br />1970, Public Law 91-646, and the Economic Development Adminis- <br />tration (EDA) policies and requirements; and <br />THAT, Just Compensation is hereby established for each of <br />the parcels as follows: <br />
