BOOK PAGE Mr. Calvin Howell of the firm of Hayes, Howell & Associates, Architects, appeared before the Board with respect to the proposed change order granting an increase; of $1, 040. 00, to the General Contractor on the Library project. Mr. Howell explained that no notice was given in the specifications or terms of the bid that federal funds would be used in the construction of the project and that the change order took into consideration overtime work that may be' required and in his opinion was reasonable and favorable to the County, Comm- issioner Franklin D. Wicke_ moved that the Chairman be authorized to execute the change order for and on behalf of the County. Commissioner John E. Dotterer seconded the motion and upon a roll call vote, Commissioner Dotterer, Rhyne, Franklin D. Wicker and Cooper voted for it and Commissioner Gordon A. Wicker voted against it and the motion was carried by a majority vote. Commissioner Gordon A. Wicker moved that $245, 00 be appropriated from the unappropriated surplus in the General Fund to the Civil Preparedness Fund to cover the expense for gasoline used by fire departments in delivering water to homes in Lee County, during the emergency conditions brought on by the prolonged drought. Commissioner Franklin D. Wicker seconded the motion and upon a roll call vote, Commissioners Dotterer, Rhyne, Franklin D. Wicker, Gordon A. Wicker and Cooper all voted for it and no one voted against it. The Board next considered the appraisal and review appraisal report on the property of Mrs. Estus Kelly Matthews, adjoining the San-Lee Recreation and Educational Park. After review and discussion, Commissioner Clyde J. Rhyne moved the adoption of the following resolution: WHEREAS, Appraisal Report by Mr. Clyde Burge for parcels shown on the attachment to this resolution, was presented to the Lee County Board of Commissioners; and WHEREAS, a Review Appraisal by Mr. Albert Adcock, Fair Market Value determination and his report therein was reviewed by the Lee County Board of Commissioners at the meeting held on September 6, 1977; and WHEREAS, information pertaining to the name of owners, parcel numbers and location was available to each member of the Board of Commissioners; and WHEREAS, the Lee County Board of Commissioners wish to establish Just Compensation for each parcel to be acquired by the Commissioners: and WHEREAS, the delimits of the property and the interest to be acquired therein was presented to the Board of Commissioners; NOW, THEREFORE, BE IT RESOLVED: THAT, the Board of Commissioners of the County of Lee certified that the work of the appraiser and the review appraiser, with respect to each property has been performed in a competent manner in accordance with applicable State law. The Uniform Re- location Assistance and Real Property Acquisition Policies Act of 1970, Public Law 91-646, and the Economic Development Adminis- tration (EDA) policies and requirements; and THAT, Just Compensation is hereby established for each of the parcels as follows:
