BOOK 9 PAGE 15 9- <br />Mr. James Pate, of Williams & Works, Inc., Engineers, appeared <br />before the Board and suggested that any funds remaining in the appropriation for the <br />installation of the sewer line to Trion's Industrial site be used to increase the size <br />of the pipe being placed under the McNeill Road to connect the Trion Plant with the <br />County's line. After discussion, Commissioner Franklin D. Wicker moved that <br />any funds remaining unspent from the appropriation for the installation of the sewer <br />line to the Trion, Inc., industrial site may be expended to increase the size of the <br />sewer line pipe being placed under McNeill Road between Trion's plant and the end <br />of the County's line. Commissioner Clyde J. Rhyne seconded the motion and upon <br />a roll call vote, Messrs. Dotterer, Rhyne, F. Wickes, G. Wicker and Cooper all <br />voted for it and no one voted against it. <br />Chairman Cooper reported to the Board that Mr, Michael Tripp had <br />resigned his position as Ranger. The Board'decided to have all interested persons <br />to pick up application blanks from the County Finance officer. <br />Mr. Darrell Mullins, of Williams & Works, Engineers, appeared <br />before the Board and proceeded to open the bids received for doors and frames <br />at the Multi-Purpose Center at the San-Lee Recreation and Education Park. The <br />bids did not have a bid bond and therefore were not considered. This was the <br />Board's third attempt to obtain bids and the project has been delayed at least six <br />weeks because of the failure to obtain bids or properly documented bids. The Board <br />instructed the architect to divide the project into convenient and reasonable catagories <br />and to solicit bids on this basis for the Boards consideration. <br />Mr. Darrell Mullins, of Williams & Works, Engineers, reported to <br />the Board that he had reviewed the bid received for light fixtures at the Multi- <br />Purpose Center at the San-Lee Recreation and Educational Park and had found dup- <br />lications which allowed for deductions of approximately $4, 000. 00, and that he re- <br />commended that the Board accept the low bid of Capt. R. O. D. Sullivan, Inc., in the <br />amount of $7,085.52. Commissioner Franklin D. Wicker moved that the contract be <br />awarded to Capt. R. O. D. Sullivan, Inc.,, at the price of $7, 085. 52. The motion was <br />duly seconded and unanimously adopted. <br />Mr. Darrell Mullins, of Williams & Works, Engineers, appeared <br />before the Board and reviewed his firm's charges for surveying the three tracts <br />of land adjoining the San-Lee Recreation and Educational Park. The charges total <br />$3, 050. 71. No action was taken and it was decided to consider the matter again at <br />the next meeting. <br />Mr. Douglas Wilkinson, Chairman of the Finance Committee, CCTI, <br />appeared before the Board and told them that the Trustees of the CCTI had saved <br />$8, 857. 00 from the original appropriation of $13, 600. 00, for the construction of <br />the 2520 square foot storage building. He requested that these funds be appropriated <br />for improvements on the road that circles the back of the CCTI campus and which <br />connects all of the parking lots. After extended discussion, Commissioner <br />Franklin D. Wicker moved that the unappropriated surplus of $8, 857. 00 in the <br />Capital Outlay Fund of the CCTI be appropriated to the line item for construction <br />of roadways with the Capital Outlay fund in accordance with the request of the CCTI <br />Board of Trustees. Commissioner Dotterer seconded the motion and upon a roll <br />call vote, Messrs. Dotterer, Rhyne, F. Wicker, G.
