<br />Mr. Elwin Buchanan, Grants Director, presented to the Board the
<br />recommendation of the Community Development Council concerning the Lee Paving
<br />Company contract for paving in Lyons Bottom area. After discussion and review,
<br />Commissioner John E. Dotterer moved that the contract of Lee Paving Company for
<br />paving in the Lyons Bottom area, be amended to reduce the payment to it by $130. 04,
<br />and the Chairman be authorized and directed to execute a change order to that
<br />effect. Commissioner Franklin D. Wicker seconded the motion and upon a vote, it
<br />was unanimously adopted.
<br />Mrs. Elwin Buchanan, Grants Administrator, presented to the Board
<br />the recommendations of the Community Development Council concerning the con-
<br />struction of a small retaining wall to stop erosion on yard on Washington Avenue
<br />where a cut had been made to put in street improvements. After discussion and
<br />review, Commissioner Clyde J. Rhyne moved that the Board authorize the expendi-
<br />ture for such improvements from the funds allocated for such project. Commissioner
<br />John E. Dotterer seconded the motion and upon a roll call vote, Messrs. Dotterer,
<br />Rhyne, F. Wicker, G. Wicker, and Cooper voted for it and no one voted against it.
<br />Mr. Elwin Buchanan, Grants. Administrator, presented the recommen-
<br />dation of the Community Development Council concerning construction of two addit-
<br />ional manholes in sewer line project in the Grapevineyard community. After dis-
<br />cussion and review, Commissioner Clyde J. Rhyne moved that the contract of Jeter
<br />C. Johnson Company be amended to add the sum of $2, 083. 00 for construction of two
<br />additional manholes and other changes requested by the City of Sanford and to author-
<br />ize and direct the Chairman to execute a change order to that effect. Commissioner
<br />Franklin D. Wicker seconded the motion and upon a roll call vote, Messrs. Dotterer,
<br />Rhyne, F. Wicker, G. Wicker, and Cooper voted for it and no one voted against it.

<br />dations of the Community Development Council concerning right of way clearance and
<br />drainage improvements requested by the City of Sanford on Hillcrest Street project
<br />in the Grapevineyard Community. After discussion and review, Commissioner Clyde
<br />J. Rhyne moved that the contract of Jeter C. Johnson Company be amended to add
<br />the sum of $1, 800. 00 for clearing the right of way of Hillcrest Street and construction
<br />of drainage facilities. Commissioner Franklin D. Wicker seconded the motion and
<br />upon a roll call vote, Messrs. Dotterer, Rhyne, F. Wicker, G. Wicker, and Cooper
<br />voted for it and no one voted against it.
<br />Mr. Elwin Buchanan, Grants Administrator, presented the recomm-
<br />endation of the Community Development Council concerning use of Community
<br />Development funds to augment the rehabilitation work project due to the curtailment
<br />of Title XX funds. After discussion and review, Commissioner Franklin D. Wicker
<br />moved that the expenditure of such amount of funds as may be needed, not to exceed
<br />$500.00, be authorized from the Rehabilitation Fund in the Community Development
<br />Budget to augment the housing rehabilitation program presently being carried on
<br />by labor financed under Title XX, Commissioner Dotterer seconded the motion and
<br />upon a roll call vote, Messrs. Dotterer, Rhyne, F. Wicker, G. Wicker and Cooper
<br />voted for it and no one voted against it.
<br />Mr. Elwin Buchanan, Grants Administrator, reported that one structure
<br />originally designated for rehabilitation had been found, upon inspection, not to be fit
<br />for such work. He advised that this structure would have to be purchased and he would
<br />report back later on the availability of funds for such purpose.
<br />Mr. Elwin Buchanan, Grants Administrator, reported that a concrete
<br />block structure in the area designated for rehabilitation was unoccupied'and had
<br />formerly been used as a party house, but he had been advised the County would be
<br />responsible for rehabilitating it. He further advised that in assigning work, priority
<br />would be given to those houses which are presently occupied.
