WK 9 r'4v <br />used for the improvement of North Carolina's highway <br />system. <br />AND BE IT FURTHER RESOLVED, that the Lee County <br />Board of Commissioners, realizing that additional taxes <br />aren't the answer to our highway problems at this time, do <br />hereby urge the citizens of Lee County to vote for the issuance <br />of the $300; 000, 000 State of North Carolina Highway Bonds. <br />Commissioner Franklin D. Wicker seconded the motion and upon <br />a vote, it was unanimously adopted. <br />Commissioner Clyde J. Rhyne moved that the Board endorse the <br />water bond proposal also. Commissioner Franklin D. Wicker seconded the <br />motion and upon a vote it was unanimously adopted. <br />The monthly bills as listed by the Finance Officer were reviewed <br />and discussed. Commissioner Clyde J. Rhyne moved that the bills -be approved <br />for payment. Commissioner Gordon A. Wicker seconded the 'motion and upon a <br />vote, it was unanimously adopted. <br />Mr. Elwin Buchanan, Grants Administrator, appeared before the <br />Board and reported on the final inspections held on the projects in Lyons Bottom, <br />Grapevineyard Section, Northview Community and the'Trion Industraial Site. <br />Mr. Elwin Buchanan, Grants Administrator; reported that two <br />property owners, namely, Mrs. Lula T. O'Quinn and Mrs. Estis Kelly Matthews, <br />had rejected the offers made by the County for the purchase of their land at the <br />edge of San-Lee Recreational and Educational Park. There followed a general <br />discussion about the project and Commissioner John E..Dotterer moved that the <br />County take such actions as are necessary and proper to acquire the land by con- <br />demnation:; Commissioner Clyde J. Rhyne seconded the motion and upon a vote, <br />all of the Commissioners voted for it except Commissioner Gordon A. Wicker. The <br />Chairman ruled the motion carried by a majority vote. <br />Mr. Elwin Buchanan, Grants Administrator, presented to the Board <br />the recommendations of the Community Development Council that the completion <br />date of the J. F. Wilkerson Company contract for water. and sewer lines and street <br />improvements in Lyons Bottom be extended from September 3rd, to September 23rd. <br />Upon discussion of this matter, it was reported that'the work had been completed by <br />that date. Commissioner John E. Dotterer moved that the completion date of the <br />J. F. Wilerson Co. contract for water and sewer lines and street improvements in <br />Lyons Bottom be extended from September 3rd to September 23rd, 1977, and that the <br />Chairman be authorized and directed to execute a change order to this effect. Comm- <br />issioner Clyde J. Rhyne seconded the motion and upon a vote, it was unanimously <br />adopted. <br />Mr. Elwin Buchanan,. Grants Administrator, presented to the Board <br />the recommendations of the Community Development Council that the contract of J. F. <br />Wilkerson Company be amended to pay the additional sum of $1, 486. 65, for rock <br />removal. After discussion and review, Commissioner Clyde J. Rhyne, moved that <br />the contract of J. F. Wilkerson' Company for water and sewer lines and street im- <br />provements in Lyons Bottom be amended to pay it the additional sum of $1,486.65, <br />for rock removal, and that the Chairman be authorized and directed to execute a <br />change order to this effect. Commissioner John E. Dotterer seconded the motion <br />and upon a.roll call vote, Messrs. Dotterer, Rhyne, F. Wicker, G. Wicker, and <br />Cooper all voted for it and no one voted against it. <br />
