WK 9 r'4v used for the improvement of North Carolina's highway system. AND BE IT FURTHER RESOLVED, that the Lee County Board of Commissioners, realizing that additional taxes aren't the answer to our highway problems at this time, do hereby urge the citizens of Lee County to vote for the issuance of the $300; 000, 000 State of North Carolina Highway Bonds. Commissioner Franklin D. Wicker seconded the motion and upon a vote, it was unanimously adopted. Commissioner Clyde J. Rhyne moved that the Board endorse the water bond proposal also. Commissioner Franklin D. Wicker seconded the motion and upon a vote it was unanimously adopted. The monthly bills as listed by the Finance Officer were reviewed and discussed. Commissioner Clyde J. Rhyne moved that the bills -be approved for payment. Commissioner Gordon A. Wicker seconded the 'motion and upon a vote, it was unanimously adopted. Mr. Elwin Buchanan, Grants Administrator, appeared before the Board and reported on the final inspections held on the projects in Lyons Bottom, Grapevineyard Section, Northview Community and the'Trion Industraial Site. Mr. Elwin Buchanan, Grants Administrator; reported that two property owners, namely, Mrs. Lula T. O'Quinn and Mrs. Estis Kelly Matthews, had rejected the offers made by the County for the purchase of their land at the edge of San-Lee Recreational and Educational Park. There followed a general discussion about the project and Commissioner John E..Dotterer moved that the County take such actions as are necessary and proper to acquire the land by con- demnation:; Commissioner Clyde J. Rhyne seconded the motion and upon a vote, all of the Commissioners voted for it except Commissioner Gordon A. Wicker. The Chairman ruled the motion carried by a majority vote. Mr. Elwin Buchanan, Grants Administrator, presented to the Board the recommendations of the Community Development Council that the completion date of the J. F. Wilkerson Company contract for water. and sewer lines and street improvements in Lyons Bottom be extended from September 3rd, to September 23rd. Upon discussion of this matter, it was reported that'the work had been completed by that date. Commissioner John E. Dotterer moved that the completion date of the J. F. Wilerson Co. contract for water and sewer lines and street improvements in Lyons Bottom be extended from September 3rd to September 23rd, 1977, and that the Chairman be authorized and directed to execute a change order to this effect. Comm- issioner Clyde J. Rhyne seconded the motion and upon a vote, it was unanimously adopted. Mr. Elwin Buchanan,. Grants Administrator, presented to the Board the recommendations of the Community Development Council that the contract of J. F. Wilkerson Company be amended to pay the additional sum of $1, 486. 65, for rock removal. After discussion and review, Commissioner Clyde J. Rhyne, moved that the contract of J. F. Wilkerson' Company for water and sewer lines and street im- provements in Lyons Bottom be amended to pay it the additional sum of $1,486.65, for rock removal, and that the Chairman be authorized and directed to execute a change order to this effect. Commissioner John E. Dotterer seconded the motion and upon a.roll call vote, Messrs. Dotterer, Rhyne, F. Wicker, G. Wicker, and Cooper all voted for it and no one voted against it.
