eoax 9 PAct 21 There was a discussion concerning erection of a canopy over the gasoline pumps adjoining the Maintenance Building, but no formal action was taken. It was reported to the Board that the necessary field work had been accomplished for the Superintendent of County Buildings to make the necessary sewer connections to the County Courthouse. Commissioner Gordon A. Wicker brought up for consideration, the appointment of a representative to the Johnston-Lee Community Action Program. Commissioner Franklin D. Wicker moved that Mr. Robert Stone be appointed to the Board of the Johnston-Lee Community Action Program to fill the vacancy. Comm- issioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted. The Board designated Mr. Elwin Buchanan and Mr. Jon Moore to attend the Statewide Conference on Planning Community Based Programs for Status Offenders to be held in Greensboro on December 8th and 9th. Commissioner Clyde J. Rhyne moved that the sum of $100.00 be appropriated from the Emergency and Contingency Fund to the Sheriff's Department Fund to establish a petty cash fund. Commissioner Gordon A. Wicker seconded the motion and upon a roll call vote, Commissioners Rhyne, Franklin D. Wicker and Gordon A.. Wicker and Cooper, all voted for it and no one voted against it. The Chairman called the members attention to the meeting of the Con- sumer's Council of North Carolina, which was to be a conference on southern wages. The Chairman announced to the Board that the Extension Service was sponsoring a work shop meeting in Fayetteville on Non-Metropolitan Communities on November 15th and 16th. Commissioner Gordon Wicker reported on the dedication ceremonies which were held for the new Junior High Schools. Commissioner Clyde J. Rhyne reported on meetings concerning the Economic Development Study. Mr. Elwin Buchanan reported to the Board on the status of the Community Development Projects. The Board authorized Mr. Elwin Buchanan to attend a meeting in Atlanta on the newly amended Community Development law. Chairman Cooper stated that the reports he had received indicated that Commissioner John E. Dotterer's recent surgery was successful and that he was progressing nicely in his recovery. Chairman Cooper stated that he was advised that Mr. Lacy Hilliard, a long time employee of the County's Maintenance Department, had had a lung re- moved and that he was also recovering nicely.
