Cameron, attorney for the Lee County Hospital, <br />Inc., appeared before the Board and asked the approval of the Board to an <br />amendment of the Charter of the Lee County Hospital, Inc., to permit a Trustee <br />to serve two full terms following the appointment to fill a vacancy. During the <br />discussion, Commissioner Franklin D. Wicker joined the meeting and participated <br />in the further deliberations of the Board. Commissioner Franklin D. Wicker <br />recommended that the charter requirement of being 21 years of age be changed <br />to 18 years of age, Commissioner Gordon A. Wicker requested that this matter <br />be considered by Board of Trustees before the Commissioners take any action <br />and Mr. Cameron stated he would submit the matter to the Hospital Trustees and <br />would report their actions to the Commissioners. <br />Mr. Stanley, the President of Landmark Engineers, appeared <br />before the Board and discussed the mapping project . He stated that it was a <br />failure of communication on the part of his company which had resulted in it <br />sending the invoice which the Board discussed at its last meeting. He stated <br />his company had no contract except the one for $5, 500 for making exposures <br />and developing the film, however, he expressed the hope that the County would <br />continue with the project. Mr. James L. Clark, Tax Supervisor, and Mr. E. M. <br />Underwood, Jr., Auditor, also appeared before the Board and spoke on the pro- <br />visions made in the budget for the mapping program. There was an extended <br />discussion following which Commissioner Franklin D. Wicker moved that the <br />Chairman be authorized and directed to sign a contract with. Landmark Engineers <br />for a tax mapping program in keeping with the proposal heretofore agreed upon <br />for a total price of $206, 500 ($212, 00 less $5, 500 heretofore paid) with an expen- <br />diture of $68, 833 in this fiscal year. Commissioner Clyde J. Rhyne seconded the <br />motion and upon a roll call vote, it was adopted by a majority vote, as follows: <br />AYE: Franklin D. Wicker, Clyde J. Rhyne, and William <br />H. Cooper <br />NAY: Gordon A. Wicker <br />Mr. H. C. Moretz, a licensed electrical contractor, appeared before <br />the Board and complained about the County Building Inspector saying that he had <br />slandered him and discriminated against him. Mr. Scoggins, the Building <br />Inspector, appeared and denied the charges. Mr. Scoggins said that he refused to <br />perform an inspection because Mr. Moretz had not signed the agreement required <br />for installation of the heating service.and had failed to pass one house because Mr. <br />Moretz had not vented exhaust fans. Also, that he had found homes which had been <br />granted a temporary service for heating purposes occupied and fully utilizing the <br />electrical service. Mr. Moretz refused to accept responsibility for such conduct <br />but Mr. Scoggins stated he did not have any trouble with any electrical contractors <br />on this feature of their work except Mr. Moretz and one other. The Board suggested <br />the two men confer and try to resolve their differences.
