Q BOOK 9 PAVI 1 <br />established by the Division of Highways of the Depart- <br />ment of Transportation and Highway Safety for the addition <br />of roads to the System. <br />NOW, THEREFORE, be it resolved by the Board of <br />County Commissioners of the County of Lee, that the Division <br />of Highways is hereby requested to review the above described <br />road and to take over the road for maintenance if it meets <br />established standards and criteria. <br />Commissioner Franklin D. Wicker seconded the motion and upon <br />a vote it was unanimously adopted. <br />The bills as tabulated by the Finance Officer were considered and <br />it was noticed that one item had been listed twice. This duplication was corrected, <br />and as corrected, these bills were ordered paid,. upon motion of Commissioner <br />Rhyne, seconded by Commissioner. John E. Dotterer, which motion was unanimously <br />adopted. <br />Mr. Elwin Buchanan, Grants Director, and Mr. Ed Fleis, and <br />Mr, Francis Chester, of Williams & Works, Inc., appeared before the Board <br />and discussed the authorization of an overall Economic Development Plan to <br />qualify the County for consideration for grants from the Economic Development <br />Administration. Commissioner John E. Dotterer moved as follows: <br />(1) That the County proceed to have an overall <br />Economic Development Plan prepared and submitted; <br />(2) That Commissioner Clyde J. Rhyne be authorized to <br />select the fifty man committee required for such an OEDP; <br />and <br />(3) That the sum of $6, 500. 00 be appropriated from <br />the Emergency and Contingency Fund for the.purpose of <br />preparing such a program and to pay for the services of <br />Williams & Works, in connection therewith, <br />Commissioner Franklin D. Wicker seconded the motion and upon a <br />roll call vote, Messrs. Dotterer, Rhyne, F. Wicker, G. Wicker and Cooper all <br />voted for it and no one voted against it. <br />Mr. Elwin Buchanan, Grants Director, reviewed the status of the <br />Community Development Program projects with the Board. <br />Commissioner Dotterer inquired as to what distri.bution would be <br />made as to the Overall Economic Development Plan report and Commissioner <br />Rhyne advised that there would be a report given to the next meeting about the <br />distribution of this report as well as an annual updating of the report. <br />Commissioner John E. Dotterer moved that the Board authorize the <br />chartering of an aircraft from Air Services, Inc., for $400.00, to transport five <br />representatives of the County to Atlanta and return, in presenting the OEDP to the <br />proper federal authorities. Commissioner Franklin D. Wicker seconded the motion <br />and upon a vote it was unanimously adopted. <br />The Board next considered the bid received for the purchase of an <br />automobile for use by the Sheriff's Department, and it appeared that the Board had <br />only received one bid. Before that bid was opened, Commissioner Franklin D. <br />Wicker moved that the bid received not be opened and that the Board proceed to re- <br />advertise in an effort to secure additional bids, Commissioner Gordon A. Wicker <br />seconded the motion and upon a vote it was unanimously adopted. <br />
