Q BOOK 9 PAVI 1 established by the Division of Highways of the Depart- ment of Transportation and Highway Safety for the addition of roads to the System. NOW, THEREFORE, be it resolved by the Board of County Commissioners of the County of Lee, that the Division of Highways is hereby requested to review the above described road and to take over the road for maintenance if it meets established standards and criteria. Commissioner Franklin D. Wicker seconded the motion and upon a vote it was unanimously adopted. The bills as tabulated by the Finance Officer were considered and it was noticed that one item had been listed twice. This duplication was corrected, and as corrected, these bills were ordered paid,. upon motion of Commissioner Rhyne, seconded by Commissioner. John E. Dotterer, which motion was unanimously adopted. Mr. Elwin Buchanan, Grants Director, and Mr. Ed Fleis, and Mr, Francis Chester, of Williams & Works, Inc., appeared before the Board and discussed the authorization of an overall Economic Development Plan to qualify the County for consideration for grants from the Economic Development Administration. Commissioner John E. Dotterer moved as follows: (1) That the County proceed to have an overall Economic Development Plan prepared and submitted; (2) That Commissioner Clyde J. Rhyne be authorized to select the fifty man committee required for such an OEDP; and (3) That the sum of $6, 500. 00 be appropriated from the Emergency and Contingency Fund for the.purpose of preparing such a program and to pay for the services of Williams & Works, in connection therewith, Commissioner Franklin D. Wicker seconded the motion and upon a roll call vote, Messrs. Dotterer, Rhyne, F. Wicker, G. Wicker and Cooper all voted for it and no one voted against it. Mr. Elwin Buchanan, Grants Director, reviewed the status of the Community Development Program projects with the Board. Commissioner Dotterer inquired as to what distri.bution would be made as to the Overall Economic Development Plan report and Commissioner Rhyne advised that there would be a report given to the next meeting about the distribution of this report as well as an annual updating of the report. Commissioner John E. Dotterer moved that the Board authorize the chartering of an aircraft from Air Services, Inc., for $400.00, to transport five representatives of the County to Atlanta and return, in presenting the OEDP to the proper federal authorities. Commissioner Franklin D. Wicker seconded the motion and upon a vote it was unanimously adopted. The Board next considered the bid received for the purchase of an automobile for use by the Sheriff's Department, and it appeared that the Board had only received one bid. Before that bid was opened, Commissioner Franklin D. Wicker moved that the bid received not be opened and that the Board proceed to re- advertise in an effort to secure additional bids, Commissioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted.
