a BOOK 9 r,,a 25 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR LEE COUNTY, NORTH CAROLINA Monday, December 5, 1977 The Regular Meeting of the Board of Commissioners for the County of Lee, convened in the Commissioners Room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, at 9:30 o'clock a, m., on Monday, December 5, 1977. Those present when the meeting was opened for . business were Commissioners William H. Cooper, John E. Dotterer, Clyde J. Rhyne, Franklin D. Wicker and Gordon A. Wicker. None of the Commissioners were absent. This being the first Monday in December, the Tax Supervisor, James L. Clark, conducted an election for the position of the Chairman of the Board. Ballots were distributed and counted and it was determined that Commissioner William H. Cooper had received four votes and Commissioner John E. Dotterer had received one vote and thereupon Commissioner William H. Cooper was declared duly elected as Chairman of the Board. A ballot for the position of Vice-Chairman was taken and when the votes were tabulated, it was determined that Commissioner Franklin D. Wicker had received four votes and Commissioner John E. Dotterer had received one vote and Commissioner Franklin D. Wicker was duly elected as Vice-Chairman of the Board. Chairman William H. Cooper assumed the Chair and presided over the remainder of the session and the following business was transacted: Commissioner Rhyne moved that the following persons be appointed to serve at the pleasure of the Board in the offices indicated by their name: Clerk County Attorney Finance Officer Tax Collector Deputy Tax Collector Tax Attorney Social Services Attorney Kenneth R. Hoyle Kenneth R. Hoyle Beatrice C. Fields Nathan D. Crissman Donnie V. Cox Jimmy L. Love Harry E. Wilson Commissioner John E. Dotterer seconded the motion and upon a vote it was unanimously adopted. The draft of the minutes of the regular meeting held on Monday, November 21, 1977, were discussed. During the discussion, Commissioner Frank- lin D. Wicker moved that the Board ad-Ipt and follow the same schedule of holidays for County employees that the State of North Carolina follows for its employees, throughout the entire year. Commissioner Dotterer seconded the motion and upon a vote it was unanimously adopted. Commissioner Rhyne moved that the minutes of the regular meeting held on Monday, November 21, 1977, be approved and order recorded. Commiss- ioner Franklin D. Wicker seconded the motion and upon a vote it was unanimously adopted.
