BOOK 9 Prot 36 <br />to the Board of Trustees of the Lee County Hospital, Inc., for a term of four <br />years expiring on December 31, 1981, or until their successor shall qualify. <br />Chairman Cooper then appointed Commissioner John E. Dotterer <br />to serve as the Commissioner representative on the Board of Trustees of the <br />Lee County Hospital, Inc. <br />The Chairman reported that Mr. Joe Thomas had resigned from <br />the County Planning Board and that the vacancy needed to be filled. Commissioner <br />Rhyne nominated Mr. Edward Keller and Commissioner Gordon A. Wicker <br />nominated Mr. Jimmy Ammons. A vote was held in which Mr. Keller received <br />four votes and Mr. Ammons received one vote. It was then moved and ordered <br />that Mr. Edward Keller be appointed to.the Lee County Planning Board to serve <br />the unexpired term of Mr. Joe Thomas. <br />Commissioner John E. Dotterer nominated Mr. Terry Reeves and <br />Mrs..Isabelle Lawrence for re-appointment to the Lee County Library Board. <br />Commissioner Clyde J. Rhyne moved that the nominations be closed and that <br />Mr. Reeves and Mrs. Lawrence be elected by acclamation to serve on the Library <br />Board. Commissioner Franklin D. Wicker seconded the motion and upon a vote <br />it was unanimously adopted and the Chairman declared Mr. Reeves and Mrs. Law- <br />rence duly appointed to the Library Board. <br />The Chairman reported that Mrs. Carol Heins had resigned <br />November 21, 1977, from the Mental Health Board and that he had appointed <br />the Reverend James Hampton to fill Mrs. Heins unexpired term which ends on June <br />30, 1979. <br />The Board took up for consideration the draft of the Ordinance <br />to License Insulation Contractors and Others who Install Material and Equipment <br />designed to meet the Energy Conservation Standards of the State Building Code. <br />Commissioner Dotterer moved that the draft be completed by designating the <br />Building Inspector as the person to receive application for a license and that <br />the license fee be set at $50. 00, and the permit fee to be set at $5. 00, and <br />the bond requirements to be $1, 000. 00. Commissioner Franklin D. Wicker <br />seconded the motion and upon a vote it was unanimously adopted. Commissioner <br />John E. Dotterer moved that the Ordinance entitled "An Ordinance To License <br />Insulation Contractors and Others Who Install Materials And Equipment Designed <br />To Meet The Energy Conservation Standards Of The State Building Code", a copy <br />of which is attached to these minutes and by this reference incorporated herein, <br />be adopted. Commissioner Franklin D. Wicker seconded the motion and upon a <br />vote it was unanimously adopted. <br />The Chairman had the Clerk read to the Board a letter received <br />from the Chief, Airports District Office, of the Department of Transportation, <br />Federal Aviation Administration, reporting that the pre-application to improve <br />the Sanford-Lee County Airport would not be funded this fiscal year. However, <br />the agency advised the Board that it would retain the pre-application in its active <br />file so that it could be considered for the fiscal year 1979 Airport Development <br />Funds. <br />The report from the County Finance Officer about the change in <br />rates for health insurance coverage effective February 1, 1978, was referred to <br />the Personnel Board for its consideration and recommendations. <br />The request of the Lee County Board of Education to transfer <br />$12, 000. 00 of the funds previously allocated for construction to the line item to <br />provide for curbing of the parking lots at the new Junior High Schools was pre- <br />sented to the Board.
