BOOK PAGE <br />Mr. Elwin J. Buchanan appeared before the Board and disscussed <br />the application for financial assistance from the Economic Development Admin- <br />istration under the provisions of the Economic Development Technical Assistance <br />Program. After an extended discussion about the Technical Assistance Program <br />and directions to Mr. Buchanan to request clarification of some of the additional <br />assurances required by the Board, Commissioner John E. Dotterer moved the <br />adoption of the following resolution: <br />WHEREAS: The purpose of the Technical Assist- <br />ance Program authorized by the Public Works and Economic <br />Development Act of 1965; Public Law 89-136, as amended, <br />is to solve problems of economic growth in areas of substantial <br />need though feasibility studies, management and operation <br />assistance, and other studies, and <br />WHEREAS: Lee County recognizes the need for planned <br />industrial growth to provide long-term employment opportunities <br />for its citizens, and <br />WHEREAS: Lee County needs to identify the areas within <br />the County that will be most suited for industrial growth, and <br />WHEREAS: Financial assistance from the Economic <br />Development Administration is vital to the undertaking and <br />completion of the project. <br />NOW, THEREFOR, LET IT BE RESOLVED THAT: <br />The Lee County Board of Commissioners hereby <br />authorizes its Chairman, for and in behalf of Lee County, <br />to file all required application documents and supporting <br />data with the Economic Development Administration for a <br />grant in the amount of thirty three thousand seven hundred <br />and fifty dollars ($33, 750. 00) to assist in the undertaking of <br />an industrial park feasibility and site selection study, and <br />BE IT FURTHER RESOLVED: <br />That Lee County will comply with the assurances <br />within the application if the assistance is approved, and <br />BE IT FURTHER RESOLVED: <br />That Lee County does hereby appropriate $3, 375. ~0 <br />from its general fund as local matching funds and does author- <br />ize the committment of in-kind contributions in the amount of. <br />$7, 875. 00, to supplement the aforementioned requested EDA <br />grant in order to accomplish the project. <br />Commissioner Clyde J. Rhyne seconded the motion and upon a <br />vote, Commissioner Dotterer, Commissioner Rhyne and Commissioner Cooper <br />voted for it and Commissioner Franklin D. Wicker and Commissioner Gordon A. <br />Wicker voted against it. <br />The Board next considered appointments to the Board of Trustees of <br />Lee County Hospital, Inc. The names of Ralph H. Watson and Garland Fulton <br />were placed in nomination. Commissioner Franklin D. Wicker then moved that the <br />nominations be closed and that the two nominees be declared elected by acclamation. <br />Commissioner Clyde J. Rhyne seconded the motion and upon a vote it was <br />unanimously adopted and Messrs. Fulton and Watson were declared duly appointed <br />
