COATES be designated Deputy <br />Finance Officer to handle trust funds for the Social Services <br />Bank Account. <br />The Deputy Finance Officer shall be and is hereby <br />authorized and directed to have deposited on a daily basis in the <br />Southern National Bank of North Carolina in the name and to the <br />credit of Lee County, all trust and agency funds belonging to <br />Lee County which may come into his hands as an employee of <br />Lee County and its Department of Social Services. <br />All checks, drafts or orders of Lee County drawn <br />against said funds shall be signed by the Deputy Finance <br />Officer and countersigned by the Administrative Assistant <br />to the Director of the Department of Social Services. At least <br />one of the signatures must be a genuine handwritten signature. <br />The names and signatures of the officers designated shall be <br />duly certified by the Clerk of the Board to.said Bank Depository <br />as may from time to time be necessary, and no check, draft <br />or order drawn against said bank shall be valid unless so signed. <br />The said Bank Depository shall be required to submit <br />to Lee County a security bond and/or such other collateral security <br />as may be by law required. <br />The said Bank Depository shall be given written instruct- <br />ions that the proceeds from all checks payable to the order of this <br />unit be deposited to the credit of this unit and that under no cir- <br />cumstances may an item be converted into cash. The said Bank <br />Depository shall be given written instructions, that under the <br />provisions of N. C. G. S. 105-199, the funds of this unit are not <br />subject to intangible tax. <br />The Deputy Finance Officer shall give a bond payable to <br />the Lee County Finance Officer. <br />Commissioner John E. Dotterer seconded the motion and upon a <br />vote, it was unanimously adopted. <br />Commissioner Clyde J. Rhyne moved that the County Purchasing <br />Regulations be amended to require purchase orders for any purchase which exceeds <br />the sum of $50. 00, and that all department heads be directed to keep a close scrutiny <br />over the purchases which do, not require purchase orders. Commissioner John <br />E. Dotterer seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Roland Palmer appeared before the Board and reviewed the <br />audit report of the County's financial position which had been prepared by John C. <br />Muse & Company, Certified Public Accountants. <br />The Board next proceeded to open bids for the purchase of automo- <br />biles for the Sheriff's Department. This was the second bid taking and the bids <br />received were as follows: <br />Lafayette Ford in the amount of $5, 525. 00, plus 2% sales <br />tax for a Ford Automobile, and Dowdy Ford in the amount <br />of $5, 884. 45, plus $117. 69 sales tax for a Ford automobile. <br />Commissioner Dotterer moved that the Board accept the low bid <br />of Lafayette Ford in the amount of $5, 525. 00, plus sales tax and that the County <br />elect to purchase three automobiles at this price. The motion was duly seconded <br />and upon a vote it was unanimously adopted. <br />
