aX 9PnF34 That JAMES E. COATES be designated Deputy Finance Officer to handle trust funds for the Social Services Bank Account. The Deputy Finance Officer shall be and is hereby authorized and directed to have deposited on a daily basis in the Southern National Bank of North Carolina in the name and to the credit of Lee County, all trust and agency funds belonging to Lee County which may come into his hands as an employee of Lee County and its Department of Social Services. All checks, drafts or orders of Lee County drawn against said funds shall be signed by the Deputy Finance Officer and countersigned by the Administrative Assistant to the Director of the Department of Social Services. At least one of the signatures must be a genuine handwritten signature. The names and signatures of the officers designated shall be duly certified by the Clerk of the Board to.said Bank Depository as may from time to time be necessary, and no check, draft or order drawn against said bank shall be valid unless so signed. The said Bank Depository shall be required to submit to Lee County a security bond and/or such other collateral security as may be by law required. The said Bank Depository shall be given written instruct- ions that the proceeds from all checks payable to the order of this unit be deposited to the credit of this unit and that under no cir- cumstances may an item be converted into cash. The said Bank Depository shall be given written instructions, that under the provisions of N. C. G. S. 105-199, the funds of this unit are not subject to intangible tax. The Deputy Finance Officer shall give a bond payable to the Lee County Finance Officer. Commissioner John E. Dotterer seconded the motion and upon a vote, it was unanimously adopted. Commissioner Clyde J. Rhyne moved that the County Purchasing Regulations be amended to require purchase orders for any purchase which exceeds the sum of $50. 00, and that all department heads be directed to keep a close scrutiny over the purchases which do, not require purchase orders. Commissioner John E. Dotterer seconded the motion and upon a vote it was unanimously adopted. Mr. Roland Palmer appeared before the Board and reviewed the audit report of the County's financial position which had been prepared by John C. Muse & Company, Certified Public Accountants. The Board next proceeded to open bids for the purchase of automo- biles for the Sheriff's Department. This was the second bid taking and the bids received were as follows: Lafayette Ford in the amount of $5, 525. 00, plus 2% sales tax for a Ford Automobile, and Dowdy Ford in the amount of $5, 884. 45, plus $117. 69 sales tax for a Ford automobile. Commissioner Dotterer moved that the Board accept the low bid of Lafayette Ford in the amount of $5, 525. 00, plus sales tax and that the County elect to purchase three automobiles at this price. The motion was duly seconded and upon a vote it was unanimously adopted.
