800K 9 PAGE °110 <br />Mr. Buchanan advised the Board that the Community Development <br />Fund had paid William & Works, Inc., the sum of $3, 000. 00, for grant <br />assistance in accordance with the action approved by the Board at its <br />October 21 st meeting and he was requesting that the County reimburse the <br />Community Development Fund in that amount. Commissioner Clyde J. <br />Rhyne moved that the sum of $3, 000. 00 be appropriated from the Emergency <br />and Contingency Fund to the Grants Administration line item in the Community <br />Development Fund to reimburse it for payment to Williams & Works, Inc., <br />for services in providing grant assistance. Commissioner John E. Dotterer <br />seconded the.motion and upon a roll call vote, Messrs. Dotterer, Rhyne, <br />Franklin D. Wicker, Gordon A. Wicker and Cooper all voted for it and no <br />one voted against it. <br />Mr. Buchanan presented a suggested list of distribution of the <br />Overall Economic Development Program and upon motion of Commissioner <br />Dotterer, seconded by Commissioner Franklin D. Wicker, which motion <br />was unanimously adopted, it was resolved to approve and authorize such a <br />distribution of the OEDP. <br />Mr. Buchanan presented a revised Affirmative Action Program <br />for Equal Employment Opportunity by Lee County. The matter was reviewed <br />and discussed. Commissioner Clyde J. Rhyne moved that the revised <br />program bearing the date of December 30, 1977, be approved and that copies <br />be furnished to each department head and that a copy of the program be sent <br />to the County Personnel Committee for its comments and recommendations. <br />Commissioner John E. Dotterer seconded the motion and upon a vote it was <br />unanimously adopted. <br />The letter of Mr. John Berndt, Chief Planner, of the North Carolina <br />Department of Natural Resources and Community Development, dated Dec- <br />ember 27, 1977, concerning the planning contract with Lee County, was read <br />to the Board. The letter suggested that the contract which presently calls <br />for the preparation of a Countywide Zoning Ordinance be amended to provide <br />for education sessions with the planning board to fully acquaint them with <br />zoning laws, methods and terminology. Commissioner Gordon A. Wicker <br />moved that the change in the work program be approved and that Mr. Berndt <br />be advised to prepare the necessary amendment form for submission to the <br />County. Commissioner John E. Dotterer seconded the motion and upon a <br />vote it was unanimously adopted. <br />The letter of Mr. Andrew McNeill, dated December 28, 1977, <br />with respect to the Carolina Brick Festival, was read to the Board. Comm- <br />issioner Clyde J. Rhyne moved the adoption of the following resolution: <br />WHEREAS, the Brick Industry in North Carolina <br />makes a significant contribution to the economy of the state <br />by providing employment and construction materials and <br />WHEREAS, the brick manufactured in the state is <br />shipped to all parts of the country bringing recognition to <br />the state because of the quality of the product and <br />WHEREAS, the Sanford Area Chamber of Commerce <br />recognizes this contribution to its own area, the state and the <br />nation and <br />WHEREAS, the Sanford Area Chamber of Commerce <br />will recognize this contribution by celebrating this industry <br />through The Carolina Brick Festival, May 14 - 20, 1978. <br />
