The Board discussed the purposes of such an agency <br />and what its composition should be and suggested that five additional' names sho <br />be submitted for their consideration. Mr. Coates also presented the draft <br />of a letter to be sent to the Capital Health Systems Agency for financial <br />assistance. Commissioner John E. Dotterer moved the adoption of the <br />following resolution: <br />BE IT RESOLVED by the Board of Commissioners <br />for the County of Lee: <br />Section 1. That there is hereby created a commission <br />to be known as the YOUTH SERVICES COMMISSION OF LEE <br />COUNTY. <br />Section 2. The Youth Services Commission shall be <br />appointed by the Board of Commissioners for Lee County and <br />shall consist of twenty one members. One of the twenty one <br />will be members of the Board of Commissioners who will serve <br />for a one year term except that if his term as a County Comm- <br />issioner shall expire his appointment to this Commission shall <br />expire simultaneously. One member shall be the President of <br />the Student Government Association of Lee Senior High, or its <br />successor institution and the President's term on this Commission <br />shall be contemporaneous concomitant with his term in office. <br />The other original appointments shall be for terms as follows: <br />five for terms expiring December 31, 1978; <br />five for terms expiring December 31, 1979; <br />four for terms expiring December 31, 1980; <br />and five for terms expiring December 31, 1981. <br />Thereafter, appointments of the Youth Services <br />Commission shall be made in the month of December in <br />the year in which the term of appointment expires, and shall <br />be effective on January 1st of the following year, and the <br />terms of office shall be four years each. All appointments <br />shall be for the term stated or until their successors are <br />appointed and qualify for office. Appointments to fill vacancies <br />shall be made by the Board of Commissioners for the remainder. <br />of the term of office. Original members who receive an appoint- <br />ment for less than four years shall be eligible for reappointment <br />for two consecutive terms of four years duration, otherwise, no <br />member shall be eligible to serve more than two consecutive <br />terms except the County Commissioner- appointee. <br />Section 3. The Youth Services Commission shall <br />annually elect from its membership a Chairman and such other <br />officers as it may deem necessary for the orderly procedure of <br />its business. <br />Section 4. The Youth Services Commission shall have <br />power to employ and designate a Youth Services Coordinator . <br />Section 5. The Youth Services Commission shall make <br />full and complete reports to the Board of Commissioners for the <br />County of Lee at such times as may be requested and directed by <br />the Board of Commissioners. <br />Section 6. The following persons are appointed to the <br />Youth Services Commission for the terms indicated: <br />
