Rhyne moved that the Tax Supervisor be authorized to make refunds as outlined in the request of the Tax Supervisor . Commissioner Gordon A. Wicker seconded the motion and upon a roll call vote, Messrs. .Rhyne, Dotterer, Franklin D. Wicker, Gordon A. Wicker and Cooper voted for it and no one voted against it. The Clerk read a letter from Mr. Leroy Hamilton, Area Director of the Lee-Harnett Mental Health Center, regarding alcoholism services in Lee County provided by that agency. Commissioner Clyde J. Rhyne moved that the Board hold an executive session and exclude the public while considering information regarding the dismissal of an employee and his appear under the Personnel Plan. Comm- issioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted. Following the executive session, the meeting was opened to the public and the Chairman declared the floor open for the consideration of business. Comm- issioner John E. Dotterer moved that the Board find that adequate reasons existed for the dismissal of Mr. Dwight Thomas from employment with the Inspection Department and that his dismissal remain in effect and his appeal be denied. This action was consistent with the recommendations of the Personnel Committee. Commissioner Clyde J. Rhyne seconded the motion and upon a vote it was unanimous- ly adopted. Commissioner John E. Dotterer, a member of the Personnel Committee reported that the Personnel Committee recommended the following changes: A. In the Affirmative Action Program for Equal Employment Opportunity, Article VIII, Selection and Placement, paragraph c, be amended to read as follows: "All applications placed on file with Lee County will be retained for six months and an effort will be made to select candidates for employment on the basis of the most qualified. " B. In the Personnel Resolution for Lee County, Article III, Leaves of Absence, Section 12, Sick Leave - Generally, the first sentence should be amended to read: "Notification of the desire to take sick leave should be submitted to the employee's supervisor prior to the leave or not later than the first scheduled work day. " C. In the Personnel Resolution for Zee County, Article XII, Equal Employment Opportunity, Section 6, Application Reserve File, the second sentence should be amended to read: "Applications will be kept in a reserve file for a period of six months". After discussion, Commissioner Dotterer moved that the recommend- ations of the Personnel Committee be adopted. Commissioner Franklin D. Wicker seconded the motion and upon a vote it was unanimously adopted. Mr. Elwin J. Buchanan, Grants Administrator, reviewed the report of the Community Development Program. Mr. Buchanan presented the recomm- endations of the Community Development Council for the rehabilitation of the James Baldwin house in the Grapevineyard target area as outlined in the letter from that Council to the Board, dated January 30, 1978. After discussion, Commissioner Rhyne moved that the recommendations of the Community Development Council be accepted. Commissioner Dotterer seconded the motion and upon a vote it was unanimously adopted. Mr. Buchanan advised the Board that the County's EDA 160 Pre- Application is presently in the Atlanta office of the EDA for review. This
