Rhyne moved that the Tax Supervisor be <br />authorized to make refunds as outlined in the request of the Tax Supervisor . <br />Commissioner Gordon A. Wicker seconded the motion and upon a roll call vote, <br />Messrs. .Rhyne, Dotterer, Franklin D. Wicker, Gordon A. Wicker and Cooper <br />voted for it and no one voted against it. <br />The Clerk read a letter from Mr. Leroy Hamilton, Area Director <br />of the Lee-Harnett Mental Health Center, regarding alcoholism services in Lee <br />County provided by that agency. <br />Commissioner Clyde J. Rhyne moved that the Board hold an <br />executive session and exclude the public while considering information regarding <br />the dismissal of an employee and his appear under the Personnel Plan. Comm- <br />issioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously <br />adopted. Following the executive session, the meeting was opened to the public <br />and the Chairman declared the floor open for the consideration of business. Comm- <br />issioner John E. Dotterer moved that the Board find that adequate reasons existed <br />for the dismissal of Mr. Dwight Thomas from employment with the Inspection <br />Department and that his dismissal remain in effect and his appeal be denied. This <br />action was consistent with the recommendations of the Personnel Committee. <br />Commissioner Clyde J. Rhyne seconded the motion and upon a vote it was unanimous- <br />ly adopted. <br />Commissioner John E. Dotterer, a member of the Personnel <br />Committee reported that the Personnel Committee recommended the following <br />changes: <br />A. In the Affirmative Action Program for Equal Employment <br />Opportunity, Article VIII, Selection and Placement, paragraph c, be amended <br />to read as follows: "All applications placed on file with Lee County will be retained <br />for six months and an effort will be made to select candidates for employment on <br />the basis of the most qualified. " <br />B. In the Personnel Resolution for Lee County, Article III, Leaves <br />of Absence, Section 12, Sick Leave - Generally, the first sentence should be <br />amended to read: "Notification of the desire to take sick leave should be submitted <br />to the employee's supervisor prior to the leave or not later than the first scheduled <br />work day. " <br />C. In the Personnel Resolution for Zee County, Article XII, Equal <br />Employment Opportunity, Section 6, Application Reserve File, the second sentence <br />should be amended to read: "Applications will be kept in a reserve file for a period <br />of six months". <br />After discussion, Commissioner Dotterer moved that the recommend- <br />ations of the Personnel Committee be adopted. Commissioner Franklin D. Wicker <br />seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Elwin J. Buchanan, Grants Administrator, reviewed the report <br />of the Community Development Program. Mr. Buchanan presented the recomm- <br />endations of the Community Development Council for the rehabilitation of the James <br />Baldwin house in the Grapevineyard target area as outlined in the letter from that <br />Council to the Board, dated January 30, 1978. After discussion, Commissioner <br />Rhyne moved that the recommendations of the Community Development Council be <br />accepted. Commissioner Dotterer seconded the motion and upon a vote it was <br />unanimously adopted. <br />Mr. Buchanan advised the Board that the County's EDA 160 Pre- <br />Application is presently in the Atlanta office of the EDA for review.
