s~Un 9 cur ~ ~ <br />WHEREAS, Lee County supports the application of <br />the Triangle J Council of Governments to provide administra- <br />tion of the grant and other services in connection therewith, <br />NOW THEREFORE, BE IT RESOLVED that the Board <br />of Commissioners of Lee County does hereby go on record as <br />supporting the application of the Triangle J Council of Govern- <br />ments to the U. S. Department of Health, Education and Welfare <br />and will support and cooperate with the Triangle J Council of <br />Governments toward the successful execution of the grant. <br />The Clerk read a letter from Mr.. John M. Barnes, Deputy Secretary <br />of the Local Government Commission reminding the Board that the authorization to <br />issue the $625, 000. 00 worth of water bonds would expire on June 8, 1978. <br />The Clerk read a letter from Governor James B. Hunt, Jr., to <br />Commissioner Clyde J. Rhyne, acknowledging receipt of the County's Overall <br />Economic Development Plan. <br />Commissioner Franklin D. Wicker joined the meeting and participated <br />in the further deliberations of the Board. <br />The Finance Officer called to the attention of the Board that the <br />Airport Commission had failed to budget for the second half of the airport runway <br />extension project and that the budget should be amended to reflect this item. <br />Commissioner Dotterer moved that the budget be amended to reflect in the Sanford- <br />Lee County Airport Fund an item for engineering expense on the Airport Runway <br />Extension in the amount of $11, 322. 00 and that the sum of $11, 322. 00 is approp- <br />riated from the Emergency and Contingency Fund for such purpose of which <br />$5, 661. 00 is to be reimbursed to Lee County by the City of Sanford and the statement <br />of Williams & Works, Inc., in the amount of $6, 000. 00 was approved for payment <br />from this fund. Commissioner Rhyne seconded the motion and upon a roll call vote, <br />Commissioners Dotterer, Rhyne, Franklin D. Wicker, Gordon A. Wicker and <br />Cooper voted for it and no one voted against it. <br />A letter from the Employment Security Commission of North <br />Carolina to the County calling for the County to make an election to come under <br />the experience rating program or to remain on a reimbursement basis as a liable <br />employer under the Employment Security Law was read to the Board. Commiss- <br />ioner Clyde J. Rhyne moved that the County elect to remain on a reimbursement <br />basis. Commissioner Dotterer seconded the motion and upon a vote it was unan- <br />imously approved. <br />The request of the District Health Department to add two partitions <br />with doors to the Health Department building to make space for the WIC Program <br />personnel was approved. <br />Copy of a resolution from Rockingham County concerning the <br />actions of the Secretary of Health, Education and Welfare, with respect to the <br />Tobacco Industry was considered, but no action was taken since the Board was of <br />the opinion that the action taken by State officials was sufficient. <br />The Tax Supervisor recommended that refunds of taxes be made <br />in the following matters: $8.28 to John F. Bridges and wife.Patricia for taxes <br />paid on a parcel which should have been billed to John.Floyd Bridges and wife <br />Geraldine; $34. 33 to Charlie Simmons for taxes on a mobile home that was double <br />listed; and $128. 06 to Southern National Leasing Corporation because the scales <br />which were taxed have an exempt authorization from the North Carolina Department <br />
