- BOOB FaC~ ~t~ (c) The budget resolution for the 1976-77 Rehabilitation Program, Community Development Block Grant No. B-76-DN-37-0023, Second Year Grant be amended to reflect income from sales tax refund by adding to the program income the sum of $873,28, from sales tax refund and appropriating it to line item 20-490-01 Administration. Commissioner Franklin D. Wicker seconded the motion and upon a roll call vote, Commissioners Dotterer, Rhyne, F. Wicker, G. Wicker and Cooper all voted for it. Mr. Chuck Grubbs, Director of Recreation, appeared before the Board and explained that Ms. Holly Chester had worked on an application to the Z. Smith Reynolds Foundation for a grant that would enable the former West Sanford Middle School building to be evaluated for its suitability for use by the Recreation Commission and that the work on that application had progressed to the point where the Chairman needed to send a letter to the Foundation in support of Ms. Chester's efforts, Commissioner Clyde J. Rhyne moved that the Chairman be author- ized and directed to write a letter to the Z. Smith Reynolds Foundation, Inc., indicating the Board's support of Ms. Holly Chester's effort to secure a grant for funds to be used in an evaluation of the former West Sanford Middle School Building. Commissioner John E. Dotterer seconded the motion and upon a vote it was unanimously adopted. The Chairman reported that Department of Natural Resources and Community Development had revised attachment "A" to its contract no. 5106, with Lee County, about planning services and the approval or disapproval of such amendment was before the Board. Commissioner Gordon A. Wicker moved that the substitution of the revised attachment "A" dated January 26, 1978, be approved and the Chairman be authorized to sign the letter from the Department of Natural Resources and Community Development dated *January 26, 1978, in acknowledgment of such amendment. Commissioner Clyde J. Rhyne reported that he had received a report on the inspection of the jail and he reviewed the report for the Board. He stated he would make a further report at a later date. Upon motion of Commissioner Gordon A. Wicker, seconded by Commissioner Clyde J. Rhyne, it was unanimously resolved to draft resolutions of appreciation for the Army unit which did the landscaping at East Lee Junior High School and resolutions of appreciation for Mr. Mike Womble and for Congress- man Charles Whitley for their efforts in securing the assistance of the Army unit in the project.
