BGUR PSG G4 <br />Commissioner Dotterer moved that Williams & Works be authorized <br />to continue with the GKN project consisting of extension of water lines to Colon <br />Road and Osgood. Commissioner Rhyne seconded the motion and upon a vote, <br />Commissioners John E. Dotterer, Clyde J. Rhyne, Franklin D. Wicker, Gordon A. <br />Wicker and William H. Cooper all voted for it and no one voted against it, <br />Mr, Martin Wisecup, HUD representative of Section 8, Existing <br />Housing Programs, Mrs, Eunice Rives, Sanford Housing Authority, and Ms, <br />Sandra Ettingher, Triangle J Council of Governments, appeared before the Board <br />to,discuss the Section 8 Existing Program in Sanford and Lee County. After dis- <br />cussion, Commissioner Franklin D. Wicker moved that the City of Sanford be <br />authorized to administer the Section 8 Existing Program in Lee County. Commiss- <br />ioner John E. Dotterer seconded the motion and upon a vote it was unanimously <br />adopted. <br />Mr. James E. Coates, Director of Social Services, appeared <br />before the Board at the direction of the Lee County Social Services Board, requesting <br />that the North Carolina Department of Human Resources be contacted for additional <br />TITLE XX Social Services funds. Commissioner Dotterer moved that the Lee <br />County Social Services Board be authorized to apply for additional Title XX funds <br />for the fiscal year 1978-79. Commissioner Franklin D. Wicker seconded the <br />motion and upon a roll call vote, Messrs. Dotterer, Rhyne, F. Wicker, G. Wicker <br />and Cooper voted for it and no one voted against it. <br />Mr. Bill Huggins and Mr. Harry Miller appeared before the Board <br />on behalf of the Lee County Hospital Board of Trustees. They were informed that <br />earlier in the day the Board had passed a resolution authorizing the County <br />Attorney to begin proceedings with the Local Government Commission concerning <br />the bond issue for the hospital. Since the business of the Trustees had been con- <br />sidered, they thanked the Board for their time. <br />The Chairman read a letter from Mr. Boyce Cox, Chairman of the <br />Lee County Planning Board stating that the Planning Board had voted in favor of <br />recommending to the Commissioners that Lee County approve using the visible <br />boundaries as set forth by the City of Sanford for extraterritorial jurisdiction. <br />Commissioner Clyde J. Rhyne moved that the Board take the recommendation of <br />the Planning Board and authorize the City of Sanford to use the visible boundaries, <br />as presented, to establish the extraterritorial jurisdiction of the City of Sanford. <br />Commissioner John E. Dotterer seconded the motion and upon a vote, Messrs. <br />Clyde J. Rhyne, Franklin D. Wicker, William H. Cooper and John E. Dotterer <br />voted for it and Commissioner Gordon A. Wicker voted against it. The Chairman <br />ruled the motion carried by a majority vote. <br />There being no further business to come before the session, the <br />meeting was adjourned until Monday, March 13, 1978, at 1:00 o'clock P.
