BOOK <br />Chairman Cooper requested the Board's approval to send to the <br />Personnel Board, applications for the Electrical-Building Inspector position. <br />The Personnel Board was instructed to screen the applications that were received <br />and send three (3) recommendations to the Board of Commissioners from those <br />submitted. <br />The Clerk read a letter from Central Carolina Technical Institute <br />requesting approval to use $800.00 of rent funds received during this fiscal year. <br />A program of Cosmetology has been approved by the Trustees and they have <br />purchased the equipment from the owner of Hank Hanna College of Beauty Culture. <br />Mr. P. K. Buchanan owns the building and rents the building for $200.00 per month. <br />Central Carolina Technical Institute rents the Telephony building to Dr. David <br />Kuhn for $200. 00 per month. Commissioner Rhyne moved that Central Carolina <br />Technical Institute be authorized to spend the rent funds collected on the Telephony <br />building to rent the Hank Hanna building from Mr. P. K. Buchanan. Commissioner <br />Dotterer seconded the motion. Commissioner Franklin D. Wicker made a substitute <br />motion to send the request back to Central Carolina Technical Institute with the <br />instructions that the buildings be appraised for rental purposes and sent back to <br />the Board. Commissioner Gordon A. Wicker seconded the motion and upon a roll <br />call vote, Messrs. Dotterer and F. Wicker and G. Wicker voted for it and <br />Messrs. Cooper and Rhyne voted against it. <br />Mr. W. M. Womble, Vice Chairman of the Airport Commission <br />and Mr, Jim Pate, Engineer, of Williams & Works, appeared before the Board <br />and presented the Airport Layout Plan. After discussion, Commissioner Dotterer <br />moved the adoption of the following resolution: <br />WHEREAS: The Federal Aviation Admini- <br />tration of the U. S. Department of Transportation did, by <br />letter of February 16, 1978, approve the Airport Layout <br />Plan for the Sanford-Lee County Airport, and <br />WHEREAS: The said letter of approval <br />indicated that the Airport Layout Plan should be adopted <br />by official resolution by City and County Commissioners; <br />NOW, THEREFORE, BE IT RESOLVED that the <br />Governing Body of Lee County does hereby adopt the Airport <br />Layout Plan for the Sanford-Lee County Airport. <br />Commissioner Clyde J. Rhyne seconded the motion and upon a vote <br />it was unanimously adopted. <br />Mr. Elwin Buchanan,; Grants Director, and Mr. Jim Pate, Engineer, <br />of Williams & Works, appeared before the Board to discuss the GKN proposed <br />water line project. Commissioner Rhyne moved that the plan, in general, be <br />approved and that Mr. K. R. Hoyle, County Attorney, be instructed to get the <br />Local Government Commission to begin proceedings to sell $625, 000, oo in <br />authorized, but unissued, water bonds. Commissioner Dotterer seconded the <br />motion and upon a roll call vote, Messrs. Dotterer, Rhyne, F. Wicker and G. <br />Wicker and Cooper all voted for it and no one voted against it. <br />Commissioner Franklin D. Wicker moved that Williams & Works <br />be paid for the work done to date on the GKN project and that they be authorized <br />to draw specifications 'so that bids could be taken for the completion of the project. <br />The motion died for the lack of a second. <br />
