BOOK 9 r~ 76 <br />The Johnston-Lee Community Action, Inc. was given authority <br />to administer the summer recreation program for disadvantaged youth <br />from the funds received from the Community Services Administration, upon <br />motion of Commissioner Franklin D. Wicker, seconded by Commissioner <br />Gordon-A. Wicker, which motion was unanimously adopted upon a vote. <br />The Chairman announced that the County had been designated a <br />re-development area by the United States Department of Commerce. <br />Mr. Elwin J. Buchanan, Grants Administrator, appeared <br />before the Board and reported that his department recommended that Williams <br />& Works be employed to do the work on the Industrial Park, which project <br />has recently been funded by a grant. Commissioner Rhyne moved that the <br />County employ Williams & Works for this project and Commissioner John E. <br />Dotterer seconded the motion. Upon a vote, it was unanimously adopted. <br />There was a discussion about the water line which would make <br />a loop from the Colon area by the industrial sites at Northview and back to the <br />city system. <br />The Chairman announced that Mr. Julian B. Williams has <br />resigned his position with the Landfill Department, effective as of March 31, <br />1978. Commissioner Dotterer moved that the resignation be accepted and <br />that he be paid all compensation and allowances due him. Commissioner <br />Franklin D. Wicker seconded the motion and upon a vote it was unanimously <br />adopted. <br />Commissioner Franklin D. Wicker moved that an advertisement <br />be published to secure a replacement. Commissioner Rhyne seconded the <br />motion and upon a vote the resolution was unanimously adopted. <br />There was a discussion about employee relations but no formal <br />action was taken. <br />There was a discussion and review of oil and gas purchases <br />but no formal action was taken. <br />Chairman Cooper reported that he had had an OSHA Administration <br />consultant inspect the County Office Building and the only deficiencies noted <br />was that exit doors should have a fire rating of at least two hours and an exit <br />should be marked with readily visible signs. Chairman Cooper stated that <br />Mr. Brewer, Superintendent of Building and Grounds, had already been informed <br />of the results of the inspection and had been directed to correct the deficiences. <br />A report on the Landfill was presented to the Board. <br />Commissioner Dotterer presented a check which had been <br />received from the Chapin Foundation in the amount of $5, 000. 00 for the Library. <br />Commissioner Dotterer moved that the receipt of the gift be noted and that the <br />Board express its appreciation to the Chapin Foundation for its generosity. <br />Commissioner Rhyne seconded the motion and upon a vote it was unanimously <br />adopted. <br />Commissioner Dotterer moved that the meeting be adjourned <br />until 7 o'clock p. m., on Monday, March 27, 1978, to re-convene in the <br />Commissioners Room, second floor, County Office Building, 200 Wicker <br />Street, Sanford, North Carolina. Commissioner Franklin D. Wicker seconded <br />the motion and upon a vote it was unanimously adopted.
