BOOK 9 PA", 95 <br />Commissioner Cooper requested that in performing the <br />winterization work that consideration be given to replacing the window units <br />presently used for heating and air-conditioning. Chairman Cooper also re- <br />ported that this work should be co-ordinated with Mr. Brewer as he has already <br />ordered the fire doors in order to meet OSHA requirements. Mr. Buchanan <br />then advised the Board that they should adopt an amendment to the Budget Ordinance <br />to reflect the'winterization project. Commissioner Franklin D. Wicker moved <br />that the 1977-78 Budget Ordinance be amended in the following particulars: <br />A. That there is appropriated from the unapprop- <br />riated surplus in the General fund the sum of $34, 680.00 <br />to the winterization project of the County Office Building; <br />B. To reflect a new General Fund Program entitled <br />"Winterization Project, County Office Building", EDA Project <br />No. 04-11 -01665.60, to include revenues as follows: EDA Grant <br />$32, 000. 00, previous appropriation from unappropriated surplus <br />in General Fund for use as matching funds $8, 000. 00, appropriated <br />sum from'unappropriated surplus in General Fund as set out above <br />in the amount of $34, 680. 00 for the balance of the costs of the <br />project; and <br />C. To reflect expenditures in the Winterization Project <br />to include the following line items: <br />Architect/Engineer basis fees 6, 500.00 <br />Audit fees 4,400.00 <br />Construction and Project <br />Improvement 64, 540.00 <br />Contingencies 3,240.00 <br />Commissioner John E. Dotterer seconded the motion and upon a <br />roll call vote, Commissioners Dotterer, Rhyne, F. Wicker, G. Wicker and <br />Cooper all voted for it and no one voted against it. <br />Mr, Buchanan reported to the Board that the pre-application <br />bid for the grant for the Loop Water Line had been filed. <br />Mr. Buchanan requested that the budget be amended to reflect <br />income from interest in refunds at the San-Lee Recreation and Education Park. <br />Commissioner Clyde J. Rhyne moved that the Budget Ordinance for the fiscal year <br />1977-78 be amended with respect to the San-Lee Recreation and Education Park <br />project to relect revenues as follows: <br />Interest 1,434.64 <br />Refunds 2, 572.20 <br />and to reflect the appropriation of such revenue to the expenditure line item <br />contingency in the amount of $4, 006. 84. Commissioner John E. Dotterer seconded <br />the motion and upon a roll call vote, Commissioners Dotterer, Rhyne, F. Wicker, <br />G. Wicker and Cooper all voted for it. <br />Upon motion of Commissioner John E. Dotterer, which motion was <br />duly seconded by Commissioner Franklin D. Wicker, and upon a vote, unanimously <br />adopted, Dr. J. M. McKinnon was appointed Rabies Inspector to carry out the <br />provisions of G. S. 106-364 through 106-387. <br />Mrs. Beatrice Fields appeared before the Board and presented a <br />compilation of tax receipts received from industries which have been aided by <br />the construction of sewer and/or water lines. <br />
