BOOK 9 Pa6Y 93 <br />Community Development Council that it call to. the attention of the City of <br />Sanford the deterioating conditions in the rehabilitation area was approved <br />upon motion of Commissioner Franklin D. Wicker, seconded by Commissioner <br />Clyde J. Rhyne, which motion was unanimously adopted upon a vote. <br />At this point, the Commission took a five minutes recess. <br />Following the recess, the Chairman recognized Mrs. Margaret <br />Ascough, Mr. John Pegram and Mrs. Reggie Durham, from the County On <br />Aging. The Chairman recognized Mrs. Ascough, Chairman, who spoke briefly <br />and than introduced Mr. John Pegram, who brought and presented a resolution <br />from the Board of Directors for the Lee County Council On Aging, requesting <br />that the Board consider making the programs carried on by the Council On <br />Aging an integral part of County Government. There followed a discussion of <br />the budget programs sources of revenues and persons served by this program. <br />The Board assured those present they would consider their request. Comm- <br />issioner Gordon A. Wicker moved that the County go on record as recommending <br />to Governor Jim Hunt that Council on Aging programs be carried out in all the <br />Counties of the State of North Carolina and that the State's financial support be <br />given to such programs. Commissioner John E. Dotterer seconded the motion <br />and upon a vote it was unanimously adopted. Commissioner John E. Dotterer <br />stated that he thinks that many of the activities carried on by this agency are of <br />great importance to the recipients of the services. <br />Mr. Elwin J. Buchanan reappeared before the Board and brought <br />for the Board's consideration, a resolution concerning technical assistance for <br />Industrial Park feasibility and site selection study. The resolution was as follows: <br />WHEREAS, the BOARD OF COMMISSIONERS <br />FOR LEE COUNTY has determined it to be to the best <br />interest of the citizens of Lee County to develop a <br />Technical Assistance Feasibility Study for identifying <br />industrial park or parks; and <br />WHEREAS, the ECONOMIC DEVELOPMENT <br />ADMINISTRATION (EDA) has offered a grant in the <br />amount of thirty three thousand, seven hundred fifty <br />dollars ($33, 750. 00) to assist in the undertaking of <br />an industrial park feasibility and site selection study; <br />NOW THEREFORE, BE IT RESOLVED BY <br />THE BOARD OF COMMISSIONERS OF LEE COUNT Y <br />to accept the grant offer of thirty three thousand, <br />seven hundred fifty dollars ($33, 750. 00) and authorize <br />its Chairman, William H. Cooper, to sign acceptance <br />of this grant; <br />BE IT FURTHER RESOLVED that Lee County <br />does hereby appropriate three thousand, three hundred <br />and seventy five dollars ($3, 375. 00) from the unapprop- <br />riated surplus in the General Fund to expenditure line <br />item Economic Development Plan in the General <br />Fund as matching funds and does authorize the committ- <br />ment of in-kind contributions in the amount of seven <br />thousand eight hundred and seventy five dollars <br />($7, 875. 00) to supplement the aforementioned re- <br />quested Economic Development Administration <br />frant in order to accomplish the project for a total <br />
