0 BMK 9 mc,404 0 <br />Mr. Buchanan then took up for consideration the San Lee <br />Recreation and Educational Park project and called upon Mr. Rhyne to <br />explain the needs for road work. Mr. Rhyne indicated that the District <br />Engineer of the Division of Highways, of the Department of Transportation, <br />had reviewed the work to be done to the front parking lot, the drive way, to the <br />bridge, the upper parking and drive, the Ranger drive way, and the drive <br />from S. R. No. 1510 to the Ranger drive way, and had established that the costs <br />would run $19, 030. 00 on a reimbursable basis by the County. Mr. Rhyne <br />advised the Board much of the work could be charged to existing programs, <br />however, a portion of the work would require a monetary appropriation. <br />Commissioner Rhyne moved that the location and description of the work be <br />approved and the Highway authorities be authorized to proceed with the work <br />as outlined in the letter from the District Engineer to the Division Engineer. <br />Commissioner Dotterer seconded the motion and upon a vote, Commissioners <br />Dotterer, Rhyne and Cooper voted for it and Commissioners Gordon A. Wicker <br />and Franklin D. Wicker voted against it. <br />Mr. Buchanan then reviewed the status of the Community Development <br />Program projects and called upon Mr. Darrell Mullins, to comment on the PWIP <br />Winterization Program at the County Office Building. Mr. Mullins advised the <br />Board that he and Mr. Buchanan had met with the owners of the first floor of the <br />County Office Building and discussed a plan whereby they would install windows <br />similar to those that the County was installing on its floor to provide a harmonious <br />appearance and that they had discussed a plan for installing a central air-conditioning <br />system which would eliminate window units which detract from the appearance of the <br />building. Commissioner Dotterer moved that the Board accept the recommendations <br />of the Architect to install separate heating and cooling systems and to proceed with <br />his plans for new windows without the use of window type heating and cooling units. <br />Commissioner Franklin D. Wicker seconded the motion and upon a vote it was <br />unanimously adopted. Mr. Mullins advised the Board that he would be in a position <br />to take bids on the windows at the June 5th meeting. Commissioner Gordon A. <br />Wicker moved and Commissioner Clyde J. Rhyne seconded it and the Board unan- <br />imously resolved to instruct the architect to take bids on the window units at its <br />June 5th meeting and he be authorized to prepare plans for, the central heating and <br />air-conditioning systems. <br />Commissioner Gordon A. Wicker reported to the Board that he had <br />discussed the repairs at the Courthouse with Mr. Mullins and that he understood <br />that it was in order to pay King Roofing & Manufacturing Company the retainage <br />held by the County pending successful completion of the heating and cooling <br />renovation work at the Courthouse. Mr. Mullins confirmed that the work had been <br />satisfactorily completed. Commissioner Gordon A. Wicker moved that the Finance <br />Officer be authorized and directed to pay King Roofing & Manufacturing Company <br />the ten per cent retainage held on its contract for repairs at the Courthouse. Comm- <br />issioner Franklin D. Wicker seconded the motion and upon a vote it was unanimously <br />adopted. <br />Commissioner Gordon A. Wicker mentioned that in making the <br />repairs at the Courthouse, the King Roofing & Manufacturing Company work crews <br />experienced some difficulties with the roof over the District Courtroom. The <br />Clerk then read a letter from Mr. W. A. Clegg of King Roofing & Manufacturing <br />Company, to the Maintenance Department, concerning the roof over the District <br />Courtroom. The firm recommended that either the building be re-roofed entirely <br />or approximately fifteen relief vents be installed that would allow moisture to <br />escape from the roof insulation. Mr. Brewer's recommendation was that the <br />Board keep this recommendation in mind in setting their budget since either pro- <br />cedure would be expensive. <br />
