E11Cr, 9 11,1 ,408 BE IT RESOLVED BY THE BOARD OF COMMISSIONERS FOR LEE COUNTY, AS FOLLOWS: A. That the Chairman be authorized and directed to exe- cute a certification to the Department of Housing & Urban Develop- ment as follows: This is to certify that prior to submission of the pre- application to the Department of Housing and Urban Development for a Community Development "Small Cities" CDBG Discretionary Block Grant, that the County of Lee has: (i) Prepared a written citizen participation plan describing the method by which the criteria of 24 CFR 570. 431 (c) will be met; (ii) Followed such plan in developing its pre-application; (iii) Provided citizens with the information required by 24 CFR 570. 431 (d) (1) (i); and (iv) Held public hearings to obtain the views and pro- posals of citizens with regard to the determination of priorities and community development and housing needs. and that the County of Lee will hold an additional public hearing prior to the submission of the full application for the purpose of obtaining citizen input regarding the development of the housing assistance plan pursuant to Section 570.303 (c) of the Administra- tive Regulations of the Department of Housing and Urban Development B. The Clerk is authorized and directed to furnish certified copies of the certification to the Department of Housing & Urban Development. Commissioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted. Commissioner Gordon A. Wicker presented the following resolution and moved that it be adopted. WHEREAS, the bond order hereinafter described has taken effect and it is desirable to make provision for the issuance of a portion of the bonds authorized by said bond order: NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Lee, as follows: 1. The County of Lee (hereinafter referred to as "County") shall issue its bonds of the aggregate principal amount of $625, 000 pursuant to and in accordance with the water bond order adopted by the Board of Commissioners of the County on April 5, 1971. Each of said bonds shall be designated "Water Bond". The period of use- fulness of the capital project to be financed by the issuance of the bonds is a period of forty years, computed from June 1, 1978. 2, The bonds shall be of the denomination of $5, 000 each, shall be numbered from 1 upwards in the order of their maturity, and shall be payable in annual installments on June 1 in each year as follows: $25, 000 in each of the years 1980 to 1993, inclusive; $50, 000 in the year 1994; and $75, 000 in each of the years 1995 to 1997, inclusive.
