Commissioner Franklin D. Wicker seconded the motion and
<br />the motion was adopted. Those voting for the resolution were Messrs.
<br />William H. Cooper, Clyde J. Rhyne, Franklin D. Wicker and Gordon A. Wicker.
<br />No one voted against it.
<br />Chairman William H. Cooper brought to the attention of the
<br />Board the Budget Request on behalf of the Mental Health Department. After
<br />discussion, Commissioner Clyde J. Rhyne moved that the tentative budget be
<br />amended to add a 6% increase in the money allocated for the Mental Health
<br />Department to give them the same percentage increase as had been given to
<br />other departments. This would increase the appropriation from $45, 700 to
<br />$48,442. Commissioner Franklin D. Wicker seconded the motion and upon a
<br />vote it was unanimously adopted.
<br />The Board next reviewed budget matters but no formal action
<br />was taken.
<br />Mr. Kenneth Brinson and Mr. Robert Dalrymple and Mr. J. G.
<br />Edwards, of the Lee County Board of Education, appeared before the Board
<br />and requested funds in addition to that which had been appropriated for school
<br />purposes in the summary of the tentative budget which they had seen. There was
<br />an extended discussion, but no formal action was taken.
<br />The Board. next procedddd to open bids for the replacement
<br />windows in the County Office Building. The bid tabulation is as shown on the
<br />schedule attached hereto and by this reference made a part hereof. Commissioner
<br />Clyde J. Rhyne moved that the low bid of Environ, Inc., for the type "B" window
<br />in the amount of $54, 622. 00 be accepted. Wilkins Corporation will owe the County
<br />$4, 822. 00 for the windows on the first floor. Commissioner Gordon A. Wicker
<br />seconded the motion and upon a vote it was unanimously adopted.
<br />The report of Hoyt, Calvin & Associates, concerning the bids
<br />received for library equipment and furniture was discussed. The report was
<br />referred to the Library Board for its recommendation.
<br />Mr. Gilbert Matthews appeared before the Board on behalf of the
<br />Water and Soil Conservation Committee and presented its budget request for the
<br />fiscal coming year.
<br />Mr. J. Allen Harrington and Mr. Bill Ray, Jr., appeared before
<br />the Board on behalf of the Board of Elections. Mr. Harrington requested that the
<br />Board go into executive session to discuss a personnel matter. Upon motion of
<br />Commissioner Franklin D. Wicker, which motion was unanimously seconded and
<br />duly adopted, the Board went into executive session. Following the discussion of
<br />the personnel matter, in executive session, Mr. Harrington presented the budget
<br />request on behalf of the Board of Elections. Commissioner Gordon A. Wicker
<br />requested that the Elections Board give consideration to the employment of more
<br />minority members in its election personnel.
<br />Mr. Terry Reeves, a member of the Library Board, appeared
<br />before the Board and gave the recommendations of the Library Board, with respect
<br />to the bids for furniture and equipment. Commissioner Clyde J. Rhyne moved
<br />that the low bid of the following firms be accepted:
