Commissioner Clyde J. Rhyne moved that $375, 00 be transferred <br />from the Line Item: Data Processing to a new Line Item: Abortions, within the <br />Department of Social Services Fund. Mr, Rhyne explained this transfer was for <br />bookkeeping purposes only as the total amount spent will be re-imbursed by the <br />State. Commissioner Franklin D. Wicker seconded the motion and upon a roll call <br />vote, Commissioners Rhyne, Franklin D. Wicker, Gordon A. Wicker and Cooper <br />all voted for it and no one voted against it. <br />The time having reached 7:30, the Board, upon motion made, second- <br />ed and unanimously adopted, RESOLVED to hold a public hearing on the 1978-79 <br />Budget, in keeping with the notice of the public hearing which had been published. <br />The Chairman recognized Mrs. R. B. Guthrie of Sanford, who spoke of her concern <br />for having adequate attendance officers in the education system. Mr. Kenneth <br />Brinson, Superintendent of the Lee County Board of Education, appeared before <br />the Board and made a request for an additional $178, 000. 00for current expenses and <br />$22, 000. 00 for capital outlay for the Board of Education. Commissioner Clyde J. <br />Rhyne called attention to those present and particularly to the members of the Press <br />that the proposed budget included more funds than had been provided for the Board <br />of Education for the past fiscal year. Mr. Ernest Atkinson, Assistant Superintendent, <br />spoke on the bus purchases which had occurred in the past and Superintendent <br />Brinson and Chairman Dalrymple both spoke again on behalf of the Board of <br />Education requesting an increase in funds. After all persons who desired to be <br />heard had been afforded an opportunity and after the Chairman's repeated invitation <br />for persons to express their opinion, Commissioner Rhyne moved that the public <br />hearing be closed. Commissioner Franklin D. Wicker seconded the motion and <br />upon a vote it was unanimously adopted and the public hearing was closed. <br />The Board resumed the business as set forth on its agenda and <br />the Chairman recognized Mr. Garland Fulton and Mrs. Harold Mackey, members <br />of the Lee County Hospital Board of Trustees. Mrs. Mackey presented a question- <br />naire for members of the Board to consider and complete in order to give guidance <br />as to the future course of health care in the County. Chairman Fulton requested <br />permission to use the Superior Courtroom at the Lee County Courthouse on June <br />26, 1978, at 7 o'clock p, m., to hold a public ineeting at which representatives <br />of a private industry would explain a proposal relating to health care in the County. <br />Permission to use the facility at the date and time requested was given, upon <br />motion of Commissioner Franklin D. Wicker, which motion was seconded by <br />Commissioner Clyde J. Rhyne and unanimously adopted upon a vote. <br />Following this, the Commissioners observed a short recess. <br />Following the recess, Commissioner Franklin D. Wicker moved <br />that the Board give approval to inter-budget transfers in the school budget, as <br />follows: <br />Request No. 6. Code No. 4-9100-01-529 - Misc. Contracts - Junior Highs - <br />Decrease $10, 000 to go to current expense to help defray the cost of Maintenance <br />Salaries. <br />Request No. 7. Code No. 4-9100-01-529 - Misc. Contracts - Junior Highs - is to <br />be increased $8, 338. 00 and Code No. 4-9100-01-532 - Improvements to Buildings <br />is to be decreased $5, 134. 00 and an additional $3, 204. 00 is to come from unen- <br />cumbered funds. <br />Request No. 8. Code No. 4-9100-01 - Purchase of Vehicles - is to be increased <br />$2, 000. 00 from profits from sale of house to purchase a van for Vocational <br />Department. <br />
