The Chairman brought up for consideration, an appointment to <br />the Title XX Board and brought to the Board's attention that it had been suggested <br />that a Commissioner be appointed to serve on this Board, Commissioner Gordon <br />A. Wicker moved to appoint Mr. Ken Harmon to serve on the Title XX Board. <br />Commissioner Clyde J. Rhyne seconded the motion and upon a vote it was <br />unanimously adopted. <br />Mr. James L. Clark, Tax Supervisor, appeared before the Board <br />to discuss taking bids for revaluation work. Commissioner Clyde J. Rhyne <br />moved that the specifications heretofore submitted to the Board be approved and <br />that Mr. Clark be permitted and authorized to advertise for bids for revaluation <br />work. Commissioner Franklin D. Wicker seconded the motion and upon a vote <br />it was unanimously adopted. <br />Mr. Elwin Buchanan, Grants Administrator, appeared before the <br />Board and reported that the Department of Human Resources had offered a grant <br />in the amount of $450, 000. 00, in connection with the water supply system extensions. <br />Commissioner Clyde J. Rhyne moved the adoption of the following resolution: <br />WHEREAS, the BOARD OF COMMISSIONERS FOR <br />LEE COUNTY has determined it to be to the best interest of the <br />citizens of Lee County to construct water supply system exten- <br />sions to serve the low and moderate income citizens of the <br />Colon and Osgood Communities and all persons living on the <br />waterline route, as well as an industrial complex located within <br />the County; and <br />WHEREAS, the water supply system extension, consisting <br />of 13, 000 feet of 12 inch main and 11, 000 feet of 16 inch main, <br />along with a one million gallon elevated storage tank to serve <br />an industrial-residential areas of Lee County, located in the <br />northern area of Lee County; and <br />WHEREAS, this water line and elevated tank will <br />benefit the needs of both residential and industrial areas; and <br />WHEREAS, Lee County has applied for a grant from <br />the North Carolina Department of Human Resources in the <br />amount of $450, 000. 00 (Four hundred and fifty thousand dollars) <br />to assist in the construction of these water 'lines and elevated <br />tank; and <br />WHEREAS, the North Carolina Department of Human <br />Resources has offered this grant in the amount of $450, 000; 00 <br />for Lee County's acceptance; <br />NOW THEREFORE, BE IT RESOLVED BY THE BOARD <br />OF COMMISSIONERS OF LEE COUNTY to accept the grant offer <br />for $450, 000. 00 and authorize the Chairman, William H. Cooper, <br />to sign the acceptance .of this grant. <br />Commissioner Franklin D. Wicker seconded the motion and upon a <br />vote it was unanimously adopted. <br />Commissioner John E. Dotterer joined the meeting and participated <br />in the further deliberations of the Board. <br />Commissioner Clyde J. Rhyne moved to amend the 1978-79 budget <br />to increase the Lee County Water Line - Osgood and Colon communities, revenue <br />item #62-350-00 to reflect a grant from the N. C. Department of Human Resources <br />in the amount of $450, 000. 00 and expenditure line item #62-201-00 in the amount <br />of $450, 000. 00 for construction of water lines to serve the Colon and Osgood <br />communities, along with an industrial complex area.
