anon 9 PAGE <br />Mr. James Coats, Director of Social Services, Dale Shepherd and <br />Greg Davis, Lee County Commission on Youth, appeared before the Board to <br />request authority to accept a $14,017.00 grant from the North Carolina <br />Department of Human Resources. The grant requires a 30% County match <br />which can be in the form of in-kind contributions. Commissioner Clyde <br />Rhyne moved that the Social Services budget be amended to reflect <br />$14,017.00 revenue from a North Carolina Department of Human Resources <br />Grant and expenditures be increased in line item Salary $10,005.00 <br />Social Security $616.00; Retirement $674.00, Insurance $294.00; <br />Travel $1,500.00 and Family Counseling $928.00. Commissioner John E. <br />Dotterer seconded the motion and upon a roll call vote, Commissioners <br />Dotterer, Rhyne, F. Wicker and Cooper voted for it and no one voted <br />against it. <br />Commissioner Clyde J. Rhyne moved that Mr. James Coats and <br />Reverend Ed Gunter, who resigned from the Youth Service Commission, be <br />replaced by Mr. Fred Garner and Mr. Beady Waddell. Commissioner Franklin <br />D. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />The Board next took up for consideration, the bids for reappraisal <br />of County property. The bids received were as follows: <br />Automation Valuation Services Inc. $392,760.00 <br />Byer Appraisal $256,400.00 <br />Carolina Appraisal Co. $194,700.00 <br />Carroll & Phelps $199,000.00 <br />Standard Appraisal Co. $194,000.00 <br />Trumble, McGuirk & Associates $176,500.00 <br />Commissioner Clyde J. Rhyne moved that the Board accept the <br />low bid. Commissioner John E. Dotterer seconded the motion and upon a <br />vote it was unanimously adopted. <br />Mr. Gene Barnes, District Forester, appeared before the Board to <br />discuss the Lee County Forestry budget. He explained that their original <br />budget request had provided for the purchase of a new truck for the depart- <br />ment. He sited the high mileage on the present truck and the need to <br />purchase a new one. Commissioner John E. Dotterer moved that $1,415.00 be <br />appropriated to the Forestry budget from Emergency and Contingency in the <br />General Fund. Commissioner Franklin D.Wicker seconded the motion and upon <br />a roll call vote, Messrs. Dotterer, Rhyne, Franklin D. Wicker and Cooper <br />voted for it and no ene voted against it. <br />Mr. Mike Womble, Mr. Kenneth Brinson, Superintendent of Lee <br />County Schools,and Mr. Ernest Atkinson, Assistant Superintendent, appeared <br />before the Board to request authorization to purchase a lot on Winterlocken <br />Drive for $6,500.00 and to purchase three (3) additional school buses, all <br />to be paid with funds available in the Schools Capital Outlay Fund. Upon a <br />motion of Commissioner- Rhyne , seconded by Commissioner Dotterer, which <br />motion was unanimously adopted, it was RESOLVED to authorize the Lee County <br />Board of Education to purchase the lot on Winterlocken Drive and purchase <br />three (3) schools buses not to exceed their Capital Outlay budget. <br />The Board took up for consideration the present contract with <br />the North Carolina Department of Corrections for $10 reimbursement for <br />misdemeanants sentenced to 180 days or less kept in the Lee County Jail. <br />Commissioner Franklin D. Wicker moved that the Chairman be authorized to <br />renew the contract for a one (1) year period. Commissioner Rhyne seconded <br />the motion and upon a vote it was unanimously adopted. <br />Commissioner John E. Dotterer moved the adoption of an Ordinance <br />regulating the use of the San-Lee Education and Recreational Park. <br />
