Commissioner John E. <br />Dotterer seconded the motion and upon a vote it was unanimously adopted. The <br />Board next considered whether or not changes should be made in the personnel <br />ordinance with respect to travel by members of the Social Services Department or <br />other employees governed by the State Competitive Service System. It appears that <br />the Personnel resolution, as adopted, states that the travel provisions d_o not apply <br />to employees governed by the State Competitive Service System; however, the Finance <br />Officer has required such employees to furnish travel vouchers. After discussion <br />and review, the Board concluded that it would not amend the Personnel resolution <br />and authorize the Finance Officer in the future to see that with respect to travel <br />that employees covered by the rules of the State Competitive Service System comply <br />with such rules only. This action was taken upon motion of Commissioner Gordon <br />A. Wicker, seconded by Commissioner John E. Dotterer, which motion was unani- <br />mously adopted upon a vote. <br />The Board next considered Article 3, Section 7, of the Personnel <br />Resolution dealing with maximum accumulation of leave. After discussion of the <br />changes in accumulation of leave by the State Personnel policy, it was decided to <br />amend the County policy to correspond to the State's policy for accumulation of <br />leave. Accordingly, Commissioner Franklin D. Wicker moved that Article 3, <br />Section 7, be deleted and in lieu thereof, the following provision be inserted: <br />Effective calendar year 1978, annual leave may be <br />accumulated without any applicable maximum until <br />December 31 of each calendar year. However, if the <br />employee separates from service, payment for <br />accumulated annual leave shall not exceed 240 hours. <br />On December 31 any employee with more than 240 <br />hours of accumulated leave shall have the excess accu- <br />mulation cancelled so that only 240 hours are carried for- <br />ward to January 1 of the next calendar year. <br />The Tax Supervisor reported that the tax receipts had been prepared <br />and that the total amounts to $4, 152,201. 39. Commissioner Clyde J. Rhyne moved <br />that an order directing the Tax Collector to collect the taxes charged in the tax <br />records and receipts be adopted. A copy of the order is attached to the minutes and <br />by this reference made a part hereof. <br />The change order for the sidewalk construction at the Library site <br />was presented to the Board and was approved and ordered executed upon motion of <br />Commissioner John E. Dotterer, which motion was signed by Commissioner Frank- <br />lin D. Wicker and upon a vote, Messrs. Dotterer, Rhyne, Franklin D. Wicker, <br />Gordon A. Wicker and Cooper voted for it and no one voted against it. <br />Mrs. Sharon Hunter Cox (Mrs. Wilson Cox) of Broadway, North <br />Carolina, was appointed to the Lee County Library Board, to fill the unexpired <br />term of-Mrs. Betty Daly who resigned due to reasons of health, upon motion of <br />Commissioner Clyde J. Rhyne, seconded by Commissioner Franklin D. Wicker, <br />which motion was unanimously adopted. Mrs. Cox's term will expire December <br />31, 1981. <br />Commissioner Gordon A. Wicker brought up for consideration, <br />the sale of the Jonesboro School property, but no formal action was taken. <br />Commissioner Gordon A. Wicker inquired about the electrical work <br />being done in the County Office building and was advised that the owner was <br />required to supply electrical service to the air-conditioning unit and that Wilkins <br />Corporation had employed one electric company to do their work and the County <br />had employed another organization to do their work. <br />
