??rfi Z3 <br />Mr. Taylor Uzzell, Agent for Integon Insurance Company, appeared <br />before the Board and stated that the Consultant who reviewed the County's bids for <br />health insurance coverage was in error when he represented to the Company that <br />Integon, in submitting its bid, was trying to buy the business and would increase <br />the rates within six months after receiving the contract. Mr. Uzzell stated that <br />his company had replied to the Consultant's inquiries and had advised him that the <br />rates quoted would have been good for twelve months or until the anniversary date <br />of thebpolicy. Mr. Uzzell stated that the purpose of his appearing before the <br />Board was to clear up the bad impression of his company as given by the Consultant. <br />The Board thanked Mr. Uzzell for his interest and appearance. <br />Mr. David Riddle, representative of Childress-Roberts, Inc., <br />appeared before the Board and suggested that the valuation of the new Library <br />building for insurance purposes be set at $1, 000, 000. 00. After discussion, <br />Commissioner John E. Dotterer moved that the valuation of the Library building <br />for insurance purposes be set at $1, 000, 000. 00, and that coverage in that amount <br />be secured. Commissioner Franklin D. Wicker seconded the motion and upon a <br />vote, it was unanimously adopted. <br />Mr. Gilbert Matthews, Supervisor of the Lee County Soil and Water <br />Conservation District, appeared before the Board and advised the Board that the <br />Soil and Water Conservation Service would be happy to work with the Company <br />with respect to its flood damage prevention ordinance; however, they would have <br />to restrict their activities to an advisory capacity as they could not undertake <br />enforcement of the ordinance. . <br />Mr. Elwin Buchanan, Grants Administrator, appeared before the <br />Board and presented copies of the Flood Damage Prevention Ordinance for consider- <br />ation by the Board. Mr. Ken Harmon was recognized as the President of the Farm <br />Bureau and Mr. Harmon stated that the Farm Bureau has no opposition to the <br />Ordinance. Commissioner Rhyne stated that in view of the sentiments expressed <br />at the public hearing and since the Soil and Water Conservation District and the <br />Farm Bureau had no opposition to the Ordinance, that he moved that the Flood <br />Damage Prevention Ordinance, as drafted, by the Lee County Planning Board, <br />a copy of which is attached to these minutes and by this reference made a part <br />hereof, be adopted and be effective immediately upon adoption. Commissioner <br />Gordon A. Wicker seconded the motion and upon a vote, Messrs. Dotterer, Rhyne, <br />Franklin D. Wicker, Gordon A. Wicker and Cooper all voted for it and no one voted <br />against it. The Chairman announced that the vote was unanimous and therefore <br />the Ordinance was finally adopted as of this meeting. <br />The Board next considered a resolution relating to application for <br />flood insurance approval. After discussion, Commissioner Franklin D. Wicker <br />moved the adoption of the resolution relating to Application for Flood Insurance <br />approval, a copy of which is attached hereto and by this reference made a part <br />hereof. Commissioner Gordon A. Wicker seconded the motion and upon a vote it was <br />unanimously adopted. <br />Mr. Elwin Buchanan, Grants Administrator, presented an Acceptance <br />by Owner and Authorization to proceed on behalf of the County directed to Williams <br />& Works, authorizing a study or preliminary report phase of an Industrial Park <br />Feasibility and Study of Water Supply Problems in Lee County on a per diem basis <br />not to exceed $37, 000. 00, which work is to begin within five calendar days after the <br />authorization and is to be completed within seven months after the effective date of <br />the grant. The document provided that all services will be provided in accordance <br />with the County's proposal and the grant offer of the United States Department of <br />Commerce EDA grant no. 04-06-01647, and that the engineers will comply with <br />all of the general terms and conditions contained in such grant. Commissioner <br />Clyde J. Rhyne moved that the acceptance and authorization be approved and the <br />Chairman be authorized and directed to execute the document for and on behalf <br />of the County. Commissioner John E.
